I think Biden ment that it was impractical to cut the defense budget to force the President to bring the troops home because as a practal matter, the congress must approve a budget to support our standing army, regardless of whether we are in Iraq or not - and that being the case, Bush could siphon off enough money out of the defense budget to keep the troops in Iraq. When asked about the possibility of limiting the number of troops in Iraq by law, Biden said that he thought that might be unconstitutional. I assume Biden was meaning that because the President was Commander in Chief, if the congress tried to dictate the number of troops in Iraq by law, then congress would be interfering with the President's constitutional powers as Commander in Chief.
