The correlation between animal cruelty and domestic violence and child abuse has been so well established it really is a wonder why more police departments don't consult with the ASPCA on a more formal basis. If you see an individual abusing a bet, there's a very strong chance they are also abusing other family members, young or old, male or female. The ASPCA should be applauded for its leadership in this long ignored area of law enforcement.
