If the district truly cared about these requirements and worked hard to enforce them with all providers, that would be one thing. Given they didnt discover this until after sometime after it had been going on, there is a good chance they are not very particular about these checks on their US based providers. I directly deduce from this that its not the background checks they care about, its the India bit. If kids are truly learning and benefitting, why are these guys up in arms? They would like to portray they are the sole custodians of childrens' safety and future but their behavior suggests they could give two hoots about the children. They are more interested in avoiding any real or appearance of risk to their cushy jobs. Typical behavior from bureaucrats. Risk averse and quick to CYA.
