The NYPD has been extremely successful in thwarting and subverting institutional reform with any substance. NYPD Institutional reform is taken with baby steps and in many instances can be considered "smoke and mirrors." All the voices from within the NYPD that call for change are crushed and forced to remain silent—their constitutional right to free speech being nonexistent. All those that speak out are branded and their careers, and familys destroyed. Its time for real changes within the NYPD its time Commissioner Ray Kelly to resigned and move on to collect another big fat pension. Its time to really take a close look at the man behind the curtain and see what is really there if anything at all. Its time for fresh blood and new eyes bring on a New Police Commisioner.
