Without totally independent investigation and prosecution. any UN actions will be fangless. Since the UN is located in the US, Congress should empower a Special Prosecutor to seek out and convict all who profiteered from the Oil for food ripoff. Those in a position to stop the crimes who did nothing to stop them should be prosecuted fas co-conspirators.
