"Mayor Bloomberg's dream of a renewed New York will need eminent domain." I can't imagine what use the author would have for eminent domain other than for more expressways ripping apart the city. Yes, there are preservationists who stifle growth by resisting change. But the alternative to that need not be the conversion of NYC into every other American city.
