I forgot to mention that lobbying reform bills sponsored in both the House AND Senate both this year and last year exempted voluntary efforts at grassroots lobbying from registration and disclosure requirements. The House of Representatives version of the lobbying reform bill required that a person or lobbying firm spend a minimum of $50,000 per three months for the registration and disclosure requirements to take effect. The Senate version (both 2006 and 2007) required someone to spend a minimum of $25,000 per three months for registration and disclosure to be triggered by law. All version of the bill-both Senate and House of Representatives and both 2006 and 2007-specifically exempt voluntary, unpaid efforts by ordinary citizens to contact federal officials.
