This article makes much ado about the insurgency being 'over'. That is true, but misleading. The minority Sunni's who fueled the 2003-2006 insurgency against US troops are reorienting toward a civil war with the majority Shia. Sunni's see the Shia as a larger threat than US troops. Declaring victory over the insurgency while ignoring the civil war that replaced it is fatuous.
