Excellent article. The 93 and 94 Congress doomed the Republic of Viet Nam. I believe this was done,in part, to prove ,in the end ,the war was a mistake and a lost cause from the beginning. Many anti war people, draft dodgers and others needed this ending to show they weren't selfish cowards.

However, President Nixon made a big mistake by not leaving a limited garrison in SVN. A major Airbase or two would have shown the North we would stop any major effort to violate the treaty and conquer the south. I was in country during the 1972 offensive and saw first hand the RVN stop the offensive with our air support. Also, with American GI's still in SVN the Congress would not have been able to cut off funds that would put Americans in danger. But we left and they shamelessly did not give a damn about the fate of the South Vietnamees.

I really look forward to Mark Moyar's next book. It is the best I've read on the first phase of the war and I have read many,many books on the war.
