Terror Adviser Leaves White House

WASHINGTON— President Bush's chief terrorism adviser, Frances Fragos Townsend, announced yesterday morning that she is stepping down. As the president's homeland security and counterterrorism adviser, Ms. Townsend managed the White House response to all manner of natural disasters and extremist threats over the last 4 1/2 years.
