Bar Association Calls for Overhaul Of Public Construction Laws

The New York City Bar Association issued a report yesterday calling on New York State to overhaul its public construction laws for projects funded by the state and city. The report said the state should engage in a "rigorous review of the entire statutory scheme" for construction. The report also calls on the state to form a task force to push legislative changes in Albany. It also said that the state should have greater flexibility in the bidding process. "The State of New York, in its economic policy role, should strive to permit the State and its local governments, in their role as owner and client, to have flexibility in deciding, like private owners, what service delivery method is appropriate for their various capital projects," the report said.
