Quinn, Mayor at Odds Over Cell Phone Ban

City Council Speaker Christine Quinn refused to rule out the possibility that the council would sue Mayor Bloomberg to force compliance with a new law that says students have the right to carry cell phones to and from school.

When asked if, as a last resort, the council might sue the mayor over the legislation, which he vetoed, Ms. Quinn said: "I try not to decide what the last resorts will be, until I know I'm at the last resort." The council voted 46–2 yesterday to override the mayor's veto of the cell phone bill, which supporters say is designed to force the Department of Education to give students access to their phones before and after school.

Mr. Bloomberg said yesterday that students have always had the right to take a phone to and from school "you just don't have the right to bring it into the school, and that's not changing," he said.
