‘Taxi Fare Hike Eyed Over Congestion Plan’
In addition to increasing taxi fares and traffic fines, Assemblyman Richard Brodsky’s alternative congestion mitigation plan includes support for telecommuting [New York, “Taxi Fare Hike Eyed Over Congestion Plan,” February 29, 2008]. He appreciates the important role Web-based travel can play in reducing traffic, air pollution, and carbon emissions. Because of these benefits, among the measures Albany should include in any traffic mitigation plan it ultimately approves is removal of the telecommuter tax — the penalty the state imposes on nonresident employees who sometimes choose to telecommute to their New York offices instead of driving. Right now, such nonresidents are forced to pay New York tax on the income they earn at home, even though their home states tax can tax the same income. The double tax threat discourages them from teleworking — just when we need most for them to do it.
