WASHINGTON — Federal prosecutors will unveil criminal charges against David Stockman for incomplete disclosures and improper accounting practices he allegedly endorsed while running a Michigan auto parts company, according to sources familiar with the investigation. Mr. Stockman, 60, led the Office of Management and Budget under President Reagan, who once took him “to the woodshed” for expressing doubts about huge deficits at while he was selling the administration’s budget to the public and federal lawmakers.
