* In a day of barb-trading by both candidates, President Bush said at Onalaska, Wis., yesterday that his opponent favors “the position of weakness and inaction” contrary to “the great tradition of the Democratic Party.” Mr. Bush made three stops in Wisconsin, pitching his campaign to wavering Democrats. He also visited Iowa and is planning to close the race with a 60-second commercial portraying himself as a trustworthy, steady leader.

* “What else are you keeping from the American people?” was Senator Kerry’s question for Mr. Bush. At Green Bay, Wis., Mr. Kerry escalated his criticism of Mr. Bush over explosives missing in Iraq; the senator also accused the president of keeping the cost of the Iraq war under wraps until after Election Day. At Las Vegas, Mr. Kerry appealed to undecided voters in English and Spanish.

WHERE THEY ARE TODAY

* President Bush will be at Lancaster County, Pa., and will then work his way through the Rust Belt with stops at Youngstown and Findlay, Ohio, followed by an early evening rally at Detroit. Vice President Cheney and his wife will attend a community roundtable at Waukesha, Wis.

* Senator Kerry is at Sioux City, Iowa, followed by a rally at Cedar Rapids, Iowa, then on to Rochester, Minn. Senator Edwards, the vice presidential candidate, will hold a voter drive at Clearwater, Fla., and a block party at Cocoa, Fla.

POLLS

* A Los Angeles Times poll had both candidates deadlocked at 48%, while an ABC/Washington Post poll showed Mr. Kerry at 50% and Mr. Bush at 48%. A Reuters/Zogby poll showed Mr. Bush ahead of Mr. Kerry 49% to 45%.
