DETROIT — Prosecutors made a “limited-time offer” Friday to Mayor Kwame Kilpatrick: Resign by Sept. 3 in exchange for the dismissal of one of two assault charges against him. Mr. Kilpatrick rejected the deal, which a mayoral spokesman dismissed as grandstanding.
