The New York City Campaign Finance Board imposed a $44,780 fine on a City Council member who represents Washington Heights, Miguel Martinez, and is requiring him to pay back $128,786 in public campaign funds after finding he submitted fake documentation to avoid repaying a portion of the public funding he received during his 2001 campaign. The board fined a 2005 candidate for the council, Pat Russo, $7,315 for three campaign finance violations and ordered a council member who represents parts of the Bronx, Larry Seabrook, to repay the board $302 in public funds from his 2005 campaign.
