The City Council wants to revise the times that the city can issue tickets to homeowners for having litter in front of their homes, contending that it’s unfair to give fines in the middle of the day when New Yorkers are not even home.
According to the council, the city collected a combined $16.2 million in fiscal year 2006 for dirty sidewalks and curbs.
One Council Member, Michael Nelson, is proposing a bill that would require any city agent who writes a ticket for littering to carry a digital camera and take a photo for proof of the violation. The measure does not have support from the Bloomberg administration.
