Council To Hear Testimony on Raising Water Rates

Top city officials, including the director of the Office of Management and Budget, Mark Page, and the commissioner of the Department of Environmental Protection, Emily Lloyd, are expected to testify before the City Council today about a proposal to increase water rates in the city by 18%.

A council member leading the hearing, David Weprin of Queens, said a report by an independent consultant into the city’s water billing system also would be discussed. Mr. Weprin said the report found deficiencies in the way the city collects debt from unpaid water bills.
