During his first appearance at City Hall since reportedly being accused of raping a woman, a council member of Queens, Dennis Gallagher, said yesterday that the allegations are false and he is confident he will be vindicated. Mr. Gallagher, one of three Republicans on the 51-member council, added that he has “faith in the system.”

“I have been in my office and working on issues related to the community, like flooding and other issues,” he said. “I will continue to do so.”

Mr. Gallagher has not been charged with a crime, though a grand jury is expected to review evidence collected in a police investigation.
