Medicaid Fraud Scheme Lands 3 in Custody

Three individuals were arrested yesterday and charged with acting as middlemen in a $3.9 million Medicaid fraud scheme in 2005 and 2006.
Imad Habib, 45, of North Bergen, N.J., Clifton Leroy, 41, of Manhattan, and Isaac Yeboah, 47, of the Bronx, were charged in a scheme in which victims purchased fraudulent Medicaid benefit cards. Previously, the scheme resulted in the conviction of 15 others, including seven former members of the city’s Human Resources Administration.
Prosecutors said the individuals arrested yesterday received cash payments of between $300 and $450 from individuals seeking to purchase Medicaid benefit cards. Others involved in the scheme produced the cards, through which the purchasers obtained Medicaid benefits fraudulently.
If convicted, the defendants could face up to 10 years in jail for mail fraud, up to 10 years in jail for health care fraud, and up to five years in jail for conspiracy.
