NEW YORK STATE AGENCIES ORDERED TO BOOST BIOFUEL USE
New York State agencies will be required to boost their use of biofuels over the next several years, Governor Pataki announced yesterday. Under the executive order, state agencies and public authorities will be required to purchase biofuels for their boilers, heating and cooling plants, and vehicles. By 2012, at least 5% of heating fuel used in state buildings will be biodiesel, a fuel made from agricultural products, according to Mr. Pataki’s office. Last week, the state agriculture commissioner, Nathan Rudgers, said there are about 2 million acres of former farmland in New York that could be used to boost the state’s rural economy while reducing the country’s dependence on foreign oil. Mr. Rudgers said alternative fuels like ethanol represent “the most exciting future opportunity” for New York farmers.

N.Y. WATERWAY TO LAUNCH FERRY SERVICE FROM HOBOKEN
New York Waterway is set to launch a new ferry service today that will take commuters from Hoboken, N.J., to the agency’s new terminal at West 39th Street. The route, running 6 a.m. to 10 a.m. today, is free until the end of November, and will run on Thanksgiving Day. The new service comes days after New York Waterway announced it would add a $.50 to $.75 fuel surcharge to its routes beginning December 1.The $56 million West End Ferry Terminal opened last month, and is capable of handling up to 20,000 customers an hour.

UNION FOR ‘CHRISTMAS SPECTACULAR’ MUSICIANS APPROVES CONTRACT
The union representing the orchestra for Radio City Music Hall’s “Christmas Spectacular” has approved a contract deal that allowed its musicians to return to work following a bitter labor dispute. The contract was approved late yesterday afternoon, a union spokesman, Shawn Sachs, confirmed by telephone. He declined to disclose any details of the approval.
Neither the union nor Radio City Entertainment has released details of the long-term deal, which was reached earlier this week with the help of a mediator and the encouragement of Mayor Bloomberg. The musicians performed on Friday for the first time since their November 2 walkout. During the dispute, the show continued with recorded music backing the famed Rockettes. The musicians said Radio City was trying to cut their base pay of $133 per show. At the height of the Christmas season, the orchestra works as many as six 90-minute shows every day – at overtime pay beyond the first two. The musicians must play at least 12 shows a week.

POLICE ARRESTED AND SUSPENDED ON SEX CHARGES
Two police officers were arrested and suspended yesterday after a Brooklyn woman said they sexually abused her, police said. Police officers Charles McGeean, 37, and Fernand Clerge, 38, were taken into police custody yesterday at 7:15 p.m., according to police. They are charged with sexual abuse of varying degrees and official misconduct, police said. The police’s Bureau of Internal Affairs has launched an investigation. According to police reports, the two uniformed officers stopped a 35-year-old Bushwick woman for a routine traffic violation yesterday at the corner of Irving and Myrtle avenues in Brooklyn at 3:10 a.m. Police say the officers subsequently followed her home. According to police reports last night, the victim allegedly let the officers into her home, where she said they sexually abused her, but did not rape her. She called 911 around 4:49 a.m. to report the incident. As of last night, police did not think Mr. McGeean, an officer since 1992, and Mr. Clerge, an officer since 1998, used force to enter the woman’s apartment. The victim’s name was not released, and her whereabouts were not known as of last night, police said. Police indicated the officers would remain in police custody pending an investigation.

WOMAN FATALLY STABS BOYFRIEND
An Upper East Side man was fatally stabbed in his apartment yesterday by his girlfriend, police said. Daniel Harrison, 57, was discovered with multiple wounds to his torso yesterday around 1 p.m. when police responded to a dispute at the couple’s sixth floor apartment on East 89th Street. He was taken to New York University Medical Center, where he was pronounced dead on arrival at 1:45 p.m., police said. Police on the scene arrested Kathleen Connors, 37, for allegedly stabbing Harrison with a kitchen knife. Conners, who reportedly has prior convictions, lived with Harrison for four months, police said.
