NIAGARA FALLS — A Polish tourist was rescued from an icy spot near the brink of Niagara Falls after he slid down a hill as he tried to retrieve a dropped cell phone. Waldek Kubicki, 29, was pulled Saturday from Terrapin Point by state parks police using ropes and a harness after being stranded on the iced-over rock formation for about 45 minutes.
