Two Arrested for Staged Fatal Mugging

A young mother who was shot and killed in the Bronx over the weekend was allegedly the victim of a plan hatched by her boyfriend and his cousin, authorities said yesterday.

Carlos Cruz and his cousin, Devon Miller, were arrested on first-degree murder charges for attempting to stage the killing of Chelsea Frazier, 18, as a fatal robbery, authorities said.

The incident took place on Sunday when Mr. Cruz pulled over a vehicle he was in with Frazier and their 1-year-old son. Mr. Miller allegedly approached the car and shot Frazier twice in the torso, police said.

When Mr. Cruz attempted to chase down Mr. Miller, he shot him once in the leg, according to witness accounts.

Following an investigation police found that Mr. Cruz, who told police he was the victim of a robbery attempt, had conspired with his cousin to kill Frazier, authorities said.
