Bombed, Beheaded, But Not Broken: Why Iran’s Regime Hasn’t Splintered

More than a month of relentless bombardment, a decapitated leadership, and a collapsing economy — and still Iran’s regime stands. Has Washington underestimated just how hard this theocracy dies?Weeks into Operation Epic Fury, the Islamic Republic of Iran has lost its supreme leader to a joint American-Israeli strike, buried much of its top military command, watched ballistic missile launches drop by 90 percent from their Day One peak, and endured a communications blackout that has left ordinary citizens in the dark. “Their navy has gone, their air force is gone,” President Trump declared. “Most of their military is gone.” Yet United States intelligence assessments conclude that the Tehran regime is not at risk of imminent collapse and its leadership structure is largely intact.“Tehran isn’t buckling, it’s consolidating,” a United States intelligence official tells the New York Sun, speaking on background. “The radical core grabbed this moment with both hands.”Some experts who have watched the Islamic Republic navigate four decades of sanctions, protests, proxy wars, and internal fracturing suggest that Washington’s calculus may rest on a fundamental misreading of how this system works. “The Islamic Republic has demonstrated resilience so far because its core is ideological,” associate professor of political science at the University of Tennessee-Chattanooga and senior advisor at United Against Nuclear Iran, Saeid Golkar, tells the Sun. “It is not just an authoritarian regime. It is a revolutionary ideological regime built on an alliance between the clergy and the military. These two elements have helped sustain the regime under pressure.”That alliance wasted no time proving this point.The hardline consolidationWhen Supreme Leader Ali Khamenei was killed in the February 28 strikes, the window for Iran to pivot toward pragmatism briefly cracked open. It shuttered within days. The 88-member Assembly of Experts chose the very figure Trump had branded “unacceptable”: Mojtaba Khamenei, the slain leader’s 56-year-old son, deeply embedded in the Islamic Revolutionary Guard Corps. The appointment was a deliberate act of defiance — a signal that Iran’s leadership has no intention of folding to American pressure.Mojtaba does not simply succeed his father, analysts highlight; he inherits a system he helped shape, one that has evolved into a theo-security state in which coercion matters more than charisma and institutional loyalty more than clerical prestige.Iranian President Masoud Pezeshkian, who apologized on March 7 for Iranian strikes on Gulf states and briefly signaled a willingness to de-escalate, was rebuked within hours by hardliners, including a prominent lawmaker who called his statement “weak, unprofessional, and unacceptable,” and walked back the apology by nightfall. The episode laid bare what analysts have long argued: in Iran’s power structure, the president speaks, yet the Guards decide. Mr. Pezeshkian has since receded into near-irrelevance while the Guards run the war. “There was never a Venezuela solution available in Tehran,” the United States intelligence source emphasizes. Iran-focused research analyst at the Foundation for Defense of Democracies Janatan Sayeh, who grew up in Tehran, sees the clerical-military symbiosis shifting in one direction. “The IRGC and the clergy have a symbiotic relationship,” Mr. Sayeh tells the Sun. “The ayatollahs legitimize IRGC rule through religion while they enjoy the status and protection from the Guards. But this is changing; the clergy doesn’t have legitimacy among the public anymore, while the IRGC still holds the guns. This means Mojtaba now relies on IRGC more than they rely on him.”In plain terms: the son needs the generals far more than the generals need the son.A system built to survive decapitationThe United States and Israel built their military doctrine around a core assumption: destroy the command structure, and the system collapses. Iran, meanwhile, spent decades constructing a doctrine designed to defeat exactly that logic.Called “mosaic defense,” this doctrine was formalized by the IRGC under General Mohammad Ali Jafari in 2005. Jafari’s central insight, drawn from watching the rapid disintegration of Saddam Hussein’s centralized command in 2003, was to restructure the IRGC into 31 semi-autonomous provincial commands, each with its own weapons stockpiles, intelligence capability, and decision-making authority. If communications with Tehran are severed, local commanders act on pre-issued instructions. If senior leadership is killed, successor chains activate.Iran’s Foreign Minister Abbas Araghchi confirmed the doctrine was operational on March 1, writing that “bombings in our capital have no impact on our ability to conduct war” and that decentralized mosaic defense enables Iran to decide “when — and how — war will end.”Strikes on Oman were attributed by Iranian officials to autonomous units that could not be reached from Tehran. The decentralization carries real risks. Iranian drones have already struck the terminal of Azerbaijan’s Nakhchivan International Airport, prompting Baku to summon the Iranian ambassador and place its army on full combat readiness. At the same time, NATO forces intercepted a separate Iranian missile that entered Turkish airspace — straining relationships Iran can ill afford to damage. Yet the same decentralization makes Iran harder to negotiate with, harder to predict, and harder to finish off.Mr. Sayeh, however, pushes back against treating the mosaic doctrine as a marvel of strategic sophistication. “The strategy is overanalyzed,” he surmises. “In layman’s terms, it means that any mid-level commander and foot soldier knows the two primary objectives during a crisis: regionalize the war by targeting the Strait, regional countries and United States bases and once military capabilities are degraded, shift focus inward and crack down on Iranians to deter protests.”The IRGC, with between 150,000 and 190,000 active personnel backed by a Basij paramilitary force of several hundred thousand, is not a conventional army. It is an ideological organism embedded in Iranian society, tied to vast economic networks, present in every neighborhood, and constitutionally mandated to protect not the nation but the revolution. Killing its commanders does not hollow it out. In some cases, it hardens it.The harder questionThe deeper question hanging over the war as it enters its sixth week is whether Washington has a viable theory for what comes next. Those who argue the United States is prevailing point to a military scorecard that is, by conventional measures, striking: Iran’s ballistic missile launch rate has fallen 90 percent since the opening days of the campaign, more than 50 Iranian naval vessels have been sunk, and the U.S. has struck over 11,000 targets. The Atlantic Council assessed that Washington’s stated goals — degrading Iran’s nuclear program, missiles, navy, and proxy network — are “well on their way to being achieved.” RAND’s Raphael Cohen argued the conflict is better understood as a dilemma than a debacle, writing that “the war has already succeeded in setting the Iranian threat back” and that the U.S. retains multiple pathways forward.Resistance units inside Iran, meanwhile, continue to torch IRGC Basij bases in Mashhad, Tabriz, and Zahedan — but organized mass mobilization against a security apparatus that killed an estimated 30,000 of its own citizens during the January 2026 uprising is a different proposition entirely. Despite setbacks, the IRGC’s operational kill chains remain intact. American officials framed the slowdown as proof of degraded capability. Iran’s strategists appear to be making an entirely different calculation.Mr. Golkar sees diminished capacity as much as strategic discipline in the slowdown. “Iran’s missile distribution is less strategic discipline and more force management in decline,” he underscores. “The regime is now trying to maintain enough capability to threaten United States interests and Arab states in the Persian Gulf, increase the global economic cost of war, and pressure Washington to halt escalation.”Mr. Sayeh points to where Iran’s real remaining deterrence lies. “The key here is not missiles anymore, it’s more about drones,” he explains. “Their barrages consist mostly of drones these days, and their UAV arsenal is the real deterrent against boots on the ground and the Strait of Hormuz. They don’t need launchers, are cheaper to make, and can still attack vessels and civilian buildings.”The economics of that drone campaign are stark. Iran’s Shahed-136 costs between $20,000 and $50,000 to produce. A United States Patriot interceptor, by contrast, runs approximately $4 million per shot. For every dollar Iran spends on manufacturing a Shahed, the UAE spends roughly $20 to $28 to intercept it. Oil surged past $100 a barrel. Some 150 freight ships are stalled in the Strait of Hormuz. Gulf states from Qatar to Bahrain declared force majeure on energy shipments. Yet, weathering self-imposed economic punishment is familiar ground for a regime that has governed under crushing sanctions for most of its existence.“Airstrikes alone are very unlikely to cause regime change. For genuine political change, there also needs to be internal mobilization, through popular uprisings, civil resistance, or insurgent coordination,” Mr. Golkar stresses. “The regime’s layered structure makes collapse more challenging because it has parallel institutions, a loyal coercive force, and tight control over media and information.”The bottom line, in his view: military force without internal uprising is not enough to finish the job.Mr. Sayeh sees the path to change running through defections and leveling the playing field between the regime’s coercive forces and the population they suppress. “It comes down to ensuring there is a pathway for defections, and there is a strategy to empower the people to counter those who aren’t willing to defect,” he adds. “The people of Iran and Israelis see this as a once-in-a-lifetime opportunity, so there is an incentive to fight back against the Islamic Republic meaningfully.”
