CAPTURED ON TAPE Walter Reade Theater presents “Scanners,” the 12th annual New York Video Festival. The series includes animation, music videos, and underground films by directors from Japan, England, China, Switzerland and America. The festival begins with “Through a Glass Darkly,” a compilation of six shorts (tomorrow, 4 p.m.).
