Carney’s New Headache: Quebec Demands Special Status in Future Relationship With EU

TORONTO — Prime Minister Mark Carney’s bid to tie Canada more closely to the European Union is already creating fissures within his own country, with French-speaking Quebec now demanding to be treated as a separate nation in any new relationship with the EU.“Today, I am formally asking Mark Carney for Québec to be granted special status within this alliance,” Premier Christine Fréchette wrote on X following Mr. Carney’s high profile address to the European Parliament on Thursday.Describing her province — whose voters came within a percentage point of approving an independence referendum in 1995 — as a “distinct nation,” Ms. Fréchette said Quebec “cannot be a mere spectator in this new alliance” and called for “a formal seat at the table and direct participation in discussions concerning our own areas of competence and our interests.”The demand creates a potential new headache for Mr. Carney, who is already working to tamp down separatist sentiment in the western province of Alberta, whose oil- and cattle-based economy often draws comparisons with Texas. A referendum in the province on whether to begin moving toward secession is set for October 19, though recent polling shows some two-thirds of Albertans say they will vote to remain in Canada.In Quebec, meanwhile, the independence-minded Parti Quebecois, which is favored to win a provincial election on October 5, has promised to hold what would be the province’s third independence referendum — but has explicitly pledged not to do so while President Trump remains in office in America.The exact nature of a future relationship between Canada and the EU remains a work in progress, with most Canadian political leaders favoring closer economic ties as a hedge against an increasingly fraught relationship with America but wary of surrendering sovereignty to the highly bureaucratic EU.Canada must “never surrender our independence and sovereignty over our laws, our tax money, and our immigration policies” to Europe, the leader of the opposition Conservative Party, Pierre Poilievre, said while supporting closer ties with Europe at a party retreat in British Columbia.Mr. Carney himself has been cautious about embracing an invitation proffered Wednesday by the European Commission president, Ursula von der Leyen, for Canada to become an “associate member” of the EU.In his remarks at Strasbourg, the prime minister said vaguely that Canada “welcomes this ambition” before laying out his goals in the relationship as “deep co-operation in the full range of strategic capabilities, including critical minerals, defence industrial capacity, AI and compute, energy security, space and payments.”He added that Canada and the EU “should move towards seamless, digital trade in non-agricultural goods and a wide range of services. We should deepen our people-to-people ties, allowing our youth to live, work and study where they want on either side of the Atlantic.”Mr. Carney’s commitment to Canada’s officially bilingual nature and to Quebec — an important political base for his Liberal Party — was evidenced in his decision to open his remarks in the French tongue, a language seldom heard outside of Parliament in the other nine provinces. He earlier cited threats to the francophone culture as a reason for pulling out of trade talks with the Trump administration last month.In her X posting, Ms. Frechette stressed Quebec’s unique role on the world stage, saying the province “has long maintained direct and privileged relations with the Élysée, Brussels, Bavaria, and several other European partners. We are also the first non-European federated state to have concluded a cooperation agreement with the European Committee of the Regions.”The premier recounted a visit to Paris in May to meet President Emmanuel Macron and a recent move to reorient the province’s de facto embassy at Brussels, the Délégation générale du Québec, “so that it could focus more on collaboration with European institutions.”Noting that Quebec already enjoys independent status at UNESCO and the International Organization of La Francophonie, she argued that the province “must obtain comparable recognition in this new partnership” with the EU.“Mark Carney can count on my government to contribute to this alliance,” she wrote. “But when it comes to our economy, our energy, and our future, Quebec must be at the table.”
