Coalition of Preservationists Sues To Stop Trump’s Kennedy Center Renovation

A coalition of eight preservation, architectural, and cultural heritage organizations filed a federal lawsuit Monday seeking to stop major changes at the John F. Kennedy Center for the Performing Arts until the Trump administration complies with historic preservation laws and obtains the required approvals.The lawsuit, filed in U.S. District Court in Washington, D.C., challenges plans tied to the Kennedy Center’s upcoming two-year closure, which is set to begin after the July 4, 2026, celebrations. Plaintiffs say the administration may be preparing for sweeping alterations to the landmark, including demolition, reconstruction, and aesthetic changes, without following mandatory public review and consultation processes.“The Kennedy Center is not a personal project of any president. It is a national cultural monument built to honor John F. Kennedy and to serve the American people. Federal law requires transparency, expert review, and public participation before it can be fundamentally altered,” the executive director of the DC Preservation League, Rebecca Miller, said in a statement.The groups behind the suit include the American Institute of Architects, the American Society of Landscape Architects, the Committee of 100 on the Federal City, the DC Preservation League, Docomomo US, the National Trust for Historic Preservation, the Society of Architectural Historians and The Cultural Landscape Foundation. Together, they say they represent more than one million members and supporters.According to the complaint, the coalition is asking the court for declaratory and injunctive relief to prevent the Kennedy Center’s Board of Trustees and President Trump, who serves as board chairman, from moving forward with substantial changes before federal oversight requirements are met. The plaintiffs also plan to seek a preliminary injunction.The case centers on the Kennedy Center’s status as both a major cultural institution and the nation’s living memorial to President Kennedy. Completed in 1971, the building and its grounds have been determined eligible for listing on the National Register of Historic Places, triggering protections under the National Historic Preservation Act and the National Environmental Policy Act.The coalition argues that any large-scale work must go through review by the National Capital Planning Commission and the Commission of Fine Arts. The plaintiffs say they are not trying to block routine repairs or maintenance. Congress recently appropriated $257 million for those purposes. Instead, they say the lawsuit is aimed at preventing irreversible changes without the legal process required for a site of such national significance.Mr. Trump, who last month had his name added to the sign outside the center, has said the closure would allow improvements to keep the Kennedy Center among the world’s premier performing arts venues. But plaintiffs point to his public statement that the building could be taken “down to the steel” and say they fear the true scope of the project may exceed what has been publicly described.“The Kennedy Center is a historically significant architectural icon and a performance venue beloved by millions of Americans,” said the president and CEO of the National Trust for Historic Preservation, Carol Quillen. “We’re concerned that, as with the White House East Wing, the potential scope of planned changes is understated and will result in irreparable loss. We respectfully urge the Administration to follow all required consultative processes. Doing so will improve the design and enable transparency and public engagement — values befitting a government by the people.”Abbe David Lowell, founding member of Lowell & Associates, added, “This case is not about politics or aesthetics. It is about whether the President can impose major changes to historic buildings while denying the public voice that federal law requires.”
