Congressman Vanished for Four Months; His Reason Exposes a Reckoning at Washington Over Mental Health

For nearly four months, Representative Tom Kean Jr. was nowhere to be found.The New Jersey Republican cast a last vote on March 5. He skipped more than 100 roll calls after that, went unseen in Washington and unseen in his district, and left his own constituents calling an office that would not explain where he had gone. Rumors filled the vacuum. Then, on Tuesday, June 30, Mr. Kean walked onto the House floor and answered the question that inquiring minds had been asking: he had been hospitalized for depression.“Several months ago, due to health concerns, I entered the hospital for some testing,” Mr. Kean said on the House floor. “I did not believe that this would result in a long-term stay. I was given the diagnosis of depression.”The admission came at a delicate moment. Republicans hold the House by a margin thin enough that a single missing member can complicate a vote, and Mr. Kean represents one of the most competitive districts in the country, a seat Democrats have targeted for more than a year. His absence had become a campaign issue before anyone knew the reason behind it.For some political observers, the episode says less about Mr. Kean personally than about the profession he works in.“Being a public figure is grueling, that’s a given,” a global risk and financial analyst, Dennis Santiago, told The New York Sun. “Statistically, someone in the boiling pot of politics has to be the outlier case that cracks now and then.”For others, the more pressing question is what his absence shows about the disparity between the protections lawmakers extend to themselves and those they vote to dispense to or withhold from others. This disparity has followed Mr. Kean into his reelection fight.A Silence That Outlasted The ExplanationMr. Kean’s office had offered only a vague reference to a “medical issue” during his time away, even as reporters, colleagues, and constituents pressed for specifics. House Speaker Mike Johnson acknowledged in May that he had spoken with Mr. Kean by phone weeks earlier and knew he was dealing with a medical issue, but said he did not know the specifics and would respect his colleague’s privacy.The explanation upon his return did little to satisfy those wondered why Mr. Kean waited to disclose his position. A political strategist, John Thomas, argues the delay itself is telling. “If stigma had truly diminished, Kean likely would not have felt the need to stay silent for four months,” Mr. Thomas told the Sun. “The delay suggests that both he and his political team still viewed disclosure as a significant liability, particularly for a member of Congress.”On the House floor upon his return, Mr. Kean shared the pain of mental illness. He described depression as something larger than sadness. “It is physical, it is emotional, and until you experience it yourself, it is difficult to fully understand how powerful this illness can be,” he said.He credited his doctors with insisting that he stay hospitalized rather than push through, telling colleagues there is “no timeline for healing” and “no timeline for recovery, only the work of getting better, one day at a time.”The response, however, split along familiar lines. Some colleagues praised his candor. Others, including his own leadership, suggested he could have said more, sooner. Mr. Santiago, however, argues the real cost falls on people without a public platform.“Private citizens, in many cases, must suffer in silence because, too often, ordinary people do not have the luxury of revealing that stress got to them,” he said. “For many people, the mere suspicion that you might be having problems can affect your livelihood and your social acceptance.”The Vote He Did Not ExplainMr. Kean’s absence has drawn attention beyond the mystery of his whereabouts. His Democratic opponent, Navy veteran Rebecca Bennett, used his return to revive criticism of a vote he cast well before he vanished: his support for the sweeping tax and spending package Republicans called the “One Big Beautiful Bill.”Ms. Bennett has called it the deciding vote that jacked up health care costs and cost thousands of constituents their health insurance, tying the legislation to steep federal cuts in Medicaid funding, including the work requirements set to take effect next year.The nonpartisan Congressional Budget Office estimated the bill could push millions of Americans off health coverage nationwide once its provisions and the expiration of Affordable Care Act subsidies are counted together, and New Jersey officials have projected the loss of coverage for tens of thousands of residents in Mr. Kean’s district alone.Mr. Kean defended the legislation at the time as a win for middle-class taxpayers and a check on wasteful spending, pointing to a higher cap on state and local tax deductions.Yet, a closer look at his record tells a more complicated story.During two decades in the New Jersey Legislature, Mr. Kean voted against measures that would have extended paid sick and family leave to workers across the state, including the 2018 law guaranteeing New Jerseyans up to 40 hours of paid time off for illness, and a 2008 bill expanding paid parental and family leave.He also opposed legislation establishing the state’s Affordable Care Act marketplace. Throughout his own absence this year, Mr. Kean continued to draw his full congressional salary.The director of organizing with New Jersey Citizen Action, Liz Glynn, has questioned whether that experience has changed his position. “Does he support them now that he has experienced his own healthcare crisis?” she asked Gothamist.Mr. Santiago, however, sees an unfairness in how differently that leeway is distributed.“Public figures have it easier when it comes to revealing their frailties,” he said.Financial disclosures, however, add another layer: records show Mr. Kean traded shares in eight companies between March 10 and March 31, weeks after his last vote, and signed travel paperwork for a staff member during the same stretch, details that have prompted new questions about the timeline of his illness even from those sympathetic to his diagnosis. His staff has said that his assets are in a trust, so Mr. Kean doesn’t personally trade anything.What Voters Are OwedMr. Kean is not the first member of Congress to speak publicly about a mental health crisis. Senator John Fetterman of Pennsylvania checked himself into Walter Reed National Military Medical Center in 2023 for six weeks of treatment for clinical depression, and his office disclosed the reason within days.Advocates say that the difference in how the illnesses were handled matters more than the diagnosis itself. It’s less about whether a lawmaker can be candid about depression and more about how long he can go without being candid, especially in a district that could decide control of the House.An assistant professor of psychiatry and behavioral sciences at Duke University School of Medicine, Jonathan Komisar, has noted that physical ailments requiring medication tend to draw public sympathy far more readily than mental illness does, even when both are equally beyond a patient’s control.Moreover, a professor who studies depression and clinical neuroscience at the University of Michigan, Sagar Parikh, has pointed to disclosures like Mr. Kean’s as a sign of changing norms around mental illness in public life, evidence that a diagnosis can be named without ending a political career.Mr. Thomas draws a sharper line between public officials and private citizens. “Voters have a legitimate right to know whether their representative is physically and mentally capable of performing the job,” Mr. Thomas said. “A condition that keeps someone out of Congress for four months is materially different from a private citizen taking medical leave.”For Mr. Santiago, the more urgent question is what Congress does with that shift.“If Congress is a microcosm of broader U.S. society, how it models the humane treatment of those in need matters,” he said. “It sets the example for how ordinary people should be treated.”Mr. Santiago is careful to separate sympathy for Mr. Kean’s illness from criticism of how the story was handled politically.“It creates a terrible cost to admit to being imperfect and human,” he said, pointing to opponents “who will imply any weakness is dereliction, mostly for their own future political gain.”Whether that shift extends to demanding faster, fuller answers from elected officials, and whether it extends to paid leave for average Americans is now a question New Jersey voters will carry into November.Mr. Kean, for his part, cast his return as an appeal beyond politics entirely. “Asking for help is not a weakness,” he said. “It is a strength.”
