Disclosure Day: U.S. Government Has Plan for First Contact With Alien Life, Advisory Panel Member Says

The U.S. government has prepared a plan for how it would respond to the confirmation of alien life, according to a member of the government panel investigating UFOs.As the Pentagon and Congress step up their public disclosures around sightings of Unidentified Anomalous Phenomena (UAP), intelligence officials last week briefed members of the scientific council advising President Trump on their “preparedness plan.” In a Substack post, a member of the UAP Science Advisory Council said the plan would be implemented in the event the existence of “non-human intelligence” was confirmed.“It does mean that the possibility of confirming NHI has been taken seriously enough to warrant advance planning,” said Dr. Jennice Vilhauer, a clinical psychologist and researcher who serves on the council. “That alone is significant because it means that the United States government has considered the possibility that such a confirmation could occur and it has determined that the consequences would be substantial enough to require a coordinated response.”The advisory council’s meeting took place at the Office of the Director of National Intelligence in Washington, DC on August 31, Dr. Vilhauer said. The officials did not offer details on the plan, but added that the United States was ready to take on an international role and cooperate with other countries in the event of an extraterrestrial disclosure.“It is important to remember that a preparedness plan is not evidence that nonhuman intelligence exists,” Dr. Vilhauer wrote. “It is evidence that the United States government considers that if it were to be confirmed, the impact would be consequential enough to prepare for.”There is little public information outside the realm of science-fiction that has seriously examined the societal impact of first contact with an extraterrestrial species. In 1989, the International Academy of Astronautics adopted a declaration of principles on “activities following the detection of extraterrestrial intelligence.”These non-binding guidelines suggest first informing the Secretary-General of the United Nations along with international astronomical organizations. “No response to a signal or other evidence of extraterrestrial intelligence should be sent until appropriate international consultations have taken place,” the declaration reads. The guidelines were updated in 2010 and again this past June. In July, Dr. Vilhauer and two members of a separate Disclosure Foundation board wrote a paper urging the creation of a US National Disclosure Preparedness Task Force. That panel would be created by Health and Human Services Secretary Robert F. Kennedy Jr., assess the psychological preparedness of society for first contact and collaborate with an existing ODNI panel that governs the disclosure of UAP information.“The potential implications of UAP disclosure involving NHI are, by definition, civilizational,” they wrote. “They have the potential to affect national security, international diplomacy, economics, anthropology, religion, education, and public health simultaneously.”They argued a national disclosure plan should address planned disclosures, mass UAP sightings and “information suggesting benign, unknown, or threatening intent.”The separate, governmental council Dr. Vilhauer sits on was assembled in June by Professor Avi Loeb, a Harvard theoretical physicist who has referred to UAP as “orbs” and advised against shooting them down, lest powerful aliens “retaliate.” Mr. Loeb said he was tasked to create the panel by the White House, ODNI, FBI and the Pentagon’s All-Domain Anomaly Research Office. The Science Advisory Council includes data analysts, statisticians, oceanographers, biologists and anthropologists. The August 31 meeting in Washington was its first in-person consultation.Public reaction to the panel has ranged from skepticism to derision to belief that humanity is on the verge of great discovery.“We are being spun on UFOs by the US Government,” Eric Weinstein, a Harvard PhD, hedge fund investor and former managing director of Thiel Capital wrote on X Monday. “I don’t know about aliens. Or craft. I believe what we can say is that there are ‘Waived Unacknowledged Special Access Programs’ related to UAP that are behaving very very very strangely.”“Sorry to disappoint,” he added.“I am not asking you to believe,” Peter H. Diamandis, founder and chairman of the XPrize, wrote in an essay posted on X Monday. “I am asking you to look…The question is not whether this is real. The question is whether we are ready to take it seriously.”
