European Union Rethinks Climate Change-Inspired Fines on Methane Gases Amid Fuel Supply Concerns

The European Union is considering backtracking from another one of its strict environmental rules as global energy realities collide with the bloc’s lofty climate goals.The latest regulation facing scrutiny involves methane gas. The union — which considers itself the global leader on methane abatement — is planning to give some enforcement leeway to companies to avoid fuel shortages due to the disruptions at the Strait of Hormuz.The shutdown of most ship traffic at the strait is highlighting Europe’s continued reliance on imported fuel.The European Commission plans to make sure the fines companies face for failing to comply with strict environmental rules related to methane gases do not cause supply problems. It also wants to ensure penalties are “proportionate,” the bloc’s director general for energy, Ditte Juul Jorgensen, told an industry conference on Thursday.The commission doesn’t plan to weaken laws but will weaken enforcement.The European Union was already chipping away at its methane rules even before the Iran war started. Late last year, it made it easier to comply with complex methane emissions tracking on oil and gas imports after the Trump administration said it would be impossible for American companies to comply due to how gasses are sourced. American officials warned the regulations could disrupt gas supplies to Europe.Most of the European Union’s oil and gas comes from Norway and America as it has wound down imports from Russia due to the Ukraine invasion.The Trump administration is also pressuring the commission to reconsider rules that go into effect next year that make gas imports comply with the same rules the bloc uses internally.There are concerns Europe is losing competitiveness with China and America due to its burdensome environmental rules and disruptions due to the war in Iran are exacerbating the issue.The change in methane rules enforcement is the latest easing away from the strict climate rules passed in the last few years. The union’s commission unveiled a plan in December to scrap rules that would eliminate the production of combustion-engine cars starting in 2035. That proposal needs to be approved by all member states.The European Parliament also voted in December to delay a strict new deforestation law by a year after concerns were raised over its onerous reporting requirements. It is the second one-year delay for rules that were initially set to go into effect at the start of last year.“This agreement takes the concerns of farmers, foresters and businesses seriously and ensures that the regulation can be implemented in a practical and workable way,” Parliament’s rapporteur, Christine Schneider, said.The European Commission, in February, proposed loosening requirements for companies to report on the social and environmental impacts of their operations over concerns the regulations impede investment and growth.
