Fiscal Watchdog Growls at Hizzoner

New York’s fiscal watchdog, the Citizens Budget Commission, has a bone to pick with Mayor Zohran Mamdani as he readies the release on Tuesday of his budget. Hizzoner is grappling with how to pay for billions in campaign spending vows. Yet the city faces a budget gap of at least $7 billion on its current obligations. So much for new spending. The governor just chipped in $1.5 billion in state funds as a mini-bailout. What, though, about spending cuts? Enter the nonpartisan Budget Commission, formed in 1932 as an independent monitor of the city’s finances, with some cautionary words for the new mayor and the bean counters at City Hall. “New York City’s fiscal challenges are largely the result of excessive spending growth rather than insufficient revenues,” the commission’s leaders, President Andrew Rein and Chairwoman Marissa Shorenstein, assert in a letter to Mr. Mamdani.Mr. Rein and Ms. Shorenstein aver that a more efficient City Hall bureaucracy “offers an opportunity to strengthen the City’s finances.” That, they suggest, would be preferable to raising taxes, which would risk New York’s future by “undermining its competitiveness” or “placing additional burdens on residents and businesses.” The commission leaders stress the importance of preserving the city’s “vitality and affordability.”“Tax increases,” say Mr. Rein and Ms. Shorenstein, “are unlikely to advance these shared objectives.” They point out that New York City “already carries the highest overall tax burden in the nation.” Even if “revenues remain strong,” they warn, “tax increases would weaken the City’s competitiveness.” It’s hard to argue with the Budget Commission’s logic on this head, but will this commonsense message make any headway at Gracie Mansion?New Yorkers will likely get a glimpse of whether Mr. Mamdani is heeding the commission’s counsel when he issues his preliminary budget. There are some signals, even if faint, that the new mayor is aware of the perilous fiscal reality confronting the city. Last week he announced that he was dropping a plan to expand a $1.2 billion program that provides rental assistance to New Yorkers. The move reflects the challenge confronting City Hall’s aspiring big spenders.Mr. Mamdani’s walk-back of the rental assistance spending suggests a dilemma “between the ideology of his democratic socialist campaign,” the Times burbles, as opposed to “the tough realities of managing a sprawling, costly bureaucracy.” The rental aid program reflects the spiraling cost of some of New York’s social benefits. The assistance cost taxpayers but $25 million in 2019 yet surged by 2025 to a 10 digit expenditure, per the Times.That amounts to “an unsustainable clip,” the budget commission warns. That’s the context for Mr. Rein and Ms. Shorenstein’s attempt to steer Mr. Mamdani toward budgetary reality. They concede that New York may “never be a low-cost city.” Yet the city’s “nation-leading price tag,” they say, “must be justified by high-quality public services and a government that operates efficiently and effectively.”Critical to this end, Mr. Rein and Ms. Shorenstein contend, is the ability “to attract businesses and residents who contribute to the tax base that supports those services.” Hence their concerns over excess spending — and taxation. As for Mrs. Hochul’s bailout, Mr. Rein is cautious. “We’ve heard about the revenues,” he tells Gothamist, “but we don’t know how all the spending is coming in.” The release of Mr. Mamdani’s budget could shed light on that question.
