Florida’s ‘Alligator Alcatraz’ Is Closing and Leaving Behind $1 Billion in Unpaid Costs

It cost more than a million dollars a day to run, spawned a stack of federal lawsuits, and drew Amnesty International findings of torture. Now Florida’s “Alligator Alcatraz,” perhaps the Trump administration’s most aggressive beachhead in immigration enforcement, is shutting down — and the state is still waiting on most of the $608 million it was promised by the federal government to cover its construction and operation. CBS News Miami reported an additional $300 million in operating costs, with no guarantee the federal government will cover that amount either. In mid-May, vendors at the remote Everglades site were told detainees would be removed by the start of June and the center dismantled in the weeks that follow, according to multiple people familiar with the facility’s operations.Governor Ron DeSantis, speaking at a drug interdiction press conference at the Brevard County Sheriff’s Office in Titusville on May 14, said the facility was built as a temporary measure because “the federal government didn’t have the resources to hold these people themselves” and that Washington has since caught up.“We didn’t build any permanent facilities down there because we knew it was going to be temporary,” he said.What Mr. DeSantis did not address was the price tag, the lawsuits, or the fact that the federal reimbursement his state is owed remains almost entirely unpaid.A $1.2 million-a-day experimentAlligator Alcatraz is known officially as the “Florida Soft Sided Facility South.” It opened July 1, 2025, with President Trump and then-DHS Secretary Kristi Noem on hand.The facility was designed to stage, process, and deport migrants detained by the Trump administration — a holding ground for, in Mr. Trump’s words, “some of the most menacing migrants, some of the most vicious people on the planet.”Built at the Dade-Collier Training and Transition Airport, a lightly used airstrip buried inside Big Cypress National Preserve, the facility was the first state-run center in the country to hold federal immigration detainees.As of early April, according to ICE data, roughly 1,400 such detainees were still being held there when closure was announced. Mr. DeSantis has claimed the facility processed and deported 22,000 detainees since it opened — a figure that has not been independently verified and that sits alongside a broader record of disputed deportation claims from the governor’s office.Running the facility burned through $1.2 million per day at peak; by November 2025, Florida’s Division of Emergency Management projected total costs would reach roughly $1.1 billion by June 2026 — the fifth upward revision since the facility opened, against an initial official estimate of $450 million a year.By early May 2026, the New York Times reported that DHS officials had privately concluded the facility was too expensive and ineffective, triggering preliminary closure talks with Florida. When asked at a news conference whether he would shut it down if DHS had the capacity to absorb the detainees, DeSantis did not push back. “If they can handle that, then yeah, that would be great for us to break that facility down,” he said. DHS, however, publicly denied applying any pressure on Florida to close, calling the state “a valuable partner.”“Any reports that DHS is pressuring the state to cease operations at Alligator Alcatraz are false,” a spokesperson said, noting that the agency “continuously evaluates detention needs and requirements to ensure they meet the latest operational requirements.” Mr. Thomas asserts that “the model was operationally sound but faced predictable federal sabotage from the beginning.”“Florida stepped up when the Biden administration refused to do its job, but endless lawsuits, activist judges, and federal bureaucracy made it extremely difficult,” he continues. “The experiment proved that states can run efficient, secure facilities, but the real failure was Washington’s unwillingness to fully support a cooperative state effort.”Courts, cages, and maggot-infested foodThe fiscal issues the facility faced were complicated from the start by who was actually inside. Within two weeks of opening, a Miami Herald and Tampa Bay Times investigation found that only about one-third of detainees had any criminal convictions at all — ranging from attempted murder down to traffic violations — while more than 250 had no criminal charges or convictions in the United States whatsoever.The facility’s legal record would go on to prove as costly as its operational one. From nearly its first weeks, it generated a cascade of civil rights litigation that chipped away at its standing in the courts and its reputation nationwide.The ACLU, ACLU of Florida, and Americans for Immigrant Justice filed suit on July 16, 2025, alleging the government had banned in-person legal visits, confidential phone or video communication, and the secure exchange of legal documents. Attorneys who attempted to visit clients were turned away by armed Florida National Guard members and state police at the facility’s checkpoint. One attorney drove out to see five clients, waited three hours at the gate, and was never admitted.In March 2026, United States District Judge Sheri Polster Chappell issued a preliminary injunction requiring officials to provide timely, free, confidential, unmonitored legal calls and at least one operable telephone for every 25 people held — something that should have been standard from the start.The conditions inside prompted a separate reckoning. Amnesty International described maggot-infested food, overflowing toilets with no working showers, a lack of medical care, and virtually no access to lawyers. In December 2025, Amnesty published a full report concluding that certain conditions, including routine and prolonged use of shackles and a 2×2-foot cage-like isolation enclosure, rose to the level of torture. In 2026, Senators Jon Ossoff and Dick Durbin opened a formal investigation into the abuse allegations.“From the start, Alligator Alcatraz was built on shaky legal authority, in violation of environmental and other federal laws,” Policy Director at the American Immigration Council Nayna Gupta tells the Sun. “Florida falsely claimed that it had the authority to run a facility full of people in federal immigration custody on its own legal terms with zero federal oversight into the inhumane and extreme conditions people inside were subjected to for months.”The $608 million tab nobody wants to payThe financial reckoning now underway is as messy as the legal one. Florida has not yet received the bulk of the $608 million it requested in federal reimbursement, and there are reasons to think the full amount may never arrive.In a federal court filing, Justice Department lawyers declared any reimbursement would cover only operational costs, not the estimated $245 million spent on construction and facility modifications, meaning a substantial portion of the build-out costs could fall entirely on Florida taxpayers.Florida’s own attorney general separately acknowledged in a federal court filing that the reimbursement might not “materialize” at all.The first crack in the federal government’s hesitance to pay appeared last week. FEMA approved an initial payment of $58,292,145 on May 15, with Florida’s Division of Emergency Management notified to expect an electronic transfer within three to five business days. It is the first installment of a nine-figure obligation, and neither FEMA nor Florida emergency managers have stated publicly what it covers, how many more payments would follow, or when.Yet, Florida’s need for reimbursement looks increasingly urgent. Some private vendors hired to help operate the facility say they have not been paid by the state at all, with one contractor reporting that invoices have been pending for more than 200 days, a situation that carries consequences beyond the bottom line. Many of those same vendors are contractually obligated to respond to hurricanes, and their ability to do so could be limited without the cash to front costs — a concern raised directly by one vendor as hurricane season approaches June 1.Mr. DeSantis said he was unaware of any payment delays and directed questions to the state’s emergency management division.According to state spending records, Florida’s Division of Emergency Management spent nearly $460 million on immigration enforcement in seven months, with roughly $390 million of that going out between June and October on Alligator Alcatraz alone.“If Washington stiffs the state, Florida has strong legal recourse through contracts, congressional pressure, and potential litigation,” Mr. Thomas points out. “Taxpayers in Florida should not be forced to subsidize a national problem the federal government refuses to fully fund.”The view from the other side of the debate, however, centers not on who pays but on what was built and why.“The existence of this facility shows what happens when the United States government prioritizes mass deportation at any cost, versus building an immigration system that actually works,” Ms. Gupta adds.“We can enforce our immigration laws without mass incarceration. A credible and humane immigration system should have proportionate consequences for violations of civil law rather than give states permission to use detention as an extreme punishment for people who pose no safety threat at all.”As for the roughly 1,400 people still inside when the closure was announced, their futures are far from settled. They face two paths: transfer to another detention center or deportation. ICE can move them to other Florida facilities — including Deportation Depot at the former Baker Correctional Institution in Sanderson — or ship them out of state to federal hubs in Louisiana, Texas, or California. The broader federal detention system is simultaneously consolidating toward fewer, larger regional processing centers, meaning some detainees could be moved more than once before their cases are resolved.Tracking them has already proven difficult. A Miami Herald investigation found that the whereabouts of roughly two-thirds of more than 1,800 men held there in July 2025 could not be determined, with around 800 absent from ICE’s online locator system entirely and another 450 listed only as “Call ICE for details.”Amnesty International separately found that the facility was never integrated into ICE’s systems or databases at all. DHS disputed both sets of findings, calling the missing detainee reports “FALSE” and insisting no one was unaccounted for. So while the airstrip in the Everglades will return to its prior quiet, the bills — monetary and otherwise — will take considerably longer to settle.
