Little-Known ICE Program Quietly Turns Away Sex Offenders at Foreign Borders, Even During Shutdown

As the Trump administration’s immigration enforcement operation at home dominates headlines and courtrooms, a little-known unit inside a nondescript government building in Fairfax, Virginia, is running a quieter mission with a singular focus: keeping convicted child sex offenders away from foreign victims before they ever arrive in America.Last week, Colombian migration authorities turned away 10 foreign nationals — nine of them American citizens — at Medellín’s José María Córdova International Airport, in the largest single-day refusal of its kind, the latest sign that a decade-old homeland security program is producing real results far from Washington.The ability of a unit within the Department of Homeland Security’s Cyber Crimes Center, the Angel Watch Center, to reach across borders before a crime happens is a unique task in America’s law enforcement. Every day, analysts cross-reference flight manifests against the National Sex Offender Registry and state databases, scanning for convicted child sex offenders with imminent international travel plans. When a match surfaces, foreign law enforcement in the destination country receives a notification.The program did not arrive fully formed. What is now the Angel Watch Center began in 2007 as a modest pilot operation out of Los Angeles, run by homeland security’s Child Exploitation Investigations Unit with a simple premise: cross-reference sex offender registries against outbound passenger data and alert destination countries before the plane lands. It worked well enough that by 2007; the program sent 1,700 leads to 100 countries. By fiscal year 2014, that number rose to about 2,300 convicted child sex offenders arriving in more than 120 countries. Congress formalized the program in 2016 in International Megan’s Law, giving the center statutory authority, a dedicated facility in Fairfax, Virginia, and a ribbon-cutting ceremony in November 2019.Since 2016, the Angel Watch Center has issued more than 10,000 notifications to foreign countries of child sex offenders arriving through their travel hubs and notified the State Department of more than 3,500 passports that require a convicted sex offender designation. The program now has 90 offices operating in U.S. embassies in 50 nations.The senior advisor of global missions and cyber at Our Rescue and a former supervisory special agent with Homeland Security Investigations, Jim Cole, told The New York Sun that the program’s strength lies in its timing. “The strongest aspect of the program is that it’s proactive rather than reactive,” Mr. Cole said. “Its value isn’t that it stops every offender from traveling, but that it gives destination-country authorities advance notice and the ability to act before arrival. That’s a meaningful child protection function.”Sex offenders with travel passesNamed for Megan Kanka, a seven-year-old New Jersey girl abducted, sexually assaulted, and murdered in 1994 by a convicted sex offender living across the street from her home, International Megan’s Law requires convicted sex offenders to notify law enforcement at least 21 days before traveling abroad, mandates a visible identifier on their passports, and directs the Angel Watch Center to notify destination countries in advance of their arrival. The law also directs the State Department to work with nations toward reciprocal agreements, with foreign governments alerting Washington when their own convicted sex offenders head toward American shores.The notation that the bearer has been convicted of a sex offense against a minor serves as an automatic alert to border authorities worldwide. Because the designation cannot be printed on a passport card, offenders are required to carry their full passport book, adding both cost and visibility to their status at every border crossing.The designation is not a travel ban, and American officials do not direct foreign governments how to respond. Once the Angel Watch Center confirms a traveler matches an entry in the National Sex Offender Registry, it forwards a notification package through the embedded Homeland Security Investigations attaché offices, which then pass a condensed version containing only identification and necessary details to law enforcement or border security agents in the destination country. Any action taken rests solely at the discretion of the receiving country under its own laws. The center makes no recommendation on whether the offender should be granted entry, but the practical impact has been decisive on several occasions.In February 2018, for instance, the center notified British authorities that a registered sex offender from Seattle, Leonard Bernard Lewis, was traveling to England to work as a cheerleading coach. British authorities conducted a border inspection on arrival, found thousands of child sexual abuse images on his devices and deported Mr. Lewis. Upon his return to the United States, federal investigators executed a search warrant. They found that, combined with the images already discovered, he possessed more than 5,000 child sexual abuse images and 2,000 related videos. Mr. Lewis pleaded guilty in February 2019 to transporting imagery depicting the sexual exploitation of minors. He was sentenced to nine years in federal prison, followed by 10 years of supervised probation.For officials, the case is a near-perfect illustration of the program’s design: a pre-departure data match, a cross-border alert, a foreign partner’s action at the border, and a federal prosecution upon return.The program’s utility has proven itself over and again. In 2025 alone, nearly 60 foreign nationals, most of them U.S. citizens, were denied entry at Medellín due to Angel Watch alerts tied to tourism for purposes of sexual exploitation. Figures for 2026 show 26 foreign nationals already denied entry at Medellín’s Rionegro airport for suspected links to sexual exploitation.Officials describe Angel Watch as strategically critical for early detection. The regional director for Migración Colombia in Medellín, Paola Salazar, described it to the Sun as “invaluable,” noting that an alert constitutes an automatic denial of entry under Colombian law. Ms. Salazar told the Sun that the profile encountered most consistently is male travelers aged 25 to 60, predominantly American, followed by those from Mexico, the Dominican Republic, and Panama. Colombia’s migration agency has posted videos on social media of foreigners, their faces blurred, being denied entry at Medellín’s airport on suspicion of traveling to have sex with minors. Ms. Salazar points out that officers have denied entry to individuals who carry no formal alert, but whose interview responses and luggage contents raise sufficient concerns under Colombian migration law — underscoring that the program functions as a floor, not a ceiling, for authorities to respond to suspicious activity. A warning system in need of teethThe program’s institutional footing, for now, looks stable. It is funded within ICE’s broader Homeland Security Investigations budget, which received a significant boost under the Trump administration’s fiscal year 2026 request. Its essential activities have not halted during the partial government shutdown over other ICE activities.The Angel Watch Center draws bipartisan support, has faced no serious legislative challenge, and is cited regularly as a core component of its child exploitation mission. Whether it gains additional resources or binds international teeth, however, is separate from whether it survives. ICE did not respond to the Sun’s requests for comment on a program that, by any measure, is among the least controversial things the agency does. As the drumbeat of denied entry from Medellín to Manila signals that foreign partners are paying attention even when Washington is not, improving the system is always on officials’ minds. Last year, the State Department proposed requiring passport applicants to affirmatively declare they are not required to register as a sex offender, a move aimed at catching covered offenders before they ever book travel.
