Mamdani Debuts Sweeping, Costly Housing Plan — and Experts Are Skeptical

New York City Mayor Zohran Mamdani unveiled his sweeping housing plan Tuesday to deliver what he said was the “largest municipal housing transformation this country has ever seen” by building 200,000 new rent-stabilized homes and increasing the number of homes for homeless New Yorkers by nearly 45 percent, among other ambitions. But housing experts expressed concern that the ambitious concept has serious flaws. Mr. Mamdani, a Democratic Socialist, heralded his new “Block by Block” blueprint that he said responds to a deepening and urgent housing crisis in the city. The plan involves building 200,000 new affordable residences and preserving an additional 200,000 over the next decade, which the mayor’s office said already received a “historic” $22 billion capital investment for housing in the next five years.“We will build new homes, we will protect tenants, we will deliver record funding to NYCHA,” Mr. Mamdani said. A senior fellow for Domestic Policy Studies at the American Enterprise Institute, Howard Husock, tells the New York Sun that Mr. Mamdani’s embrace of the private sector is “good news”. But Husock criticized the administration’s plan to take private money while maintaining public management.“The idea that you’re going to fix everything up with private money and then still have NYCHA run it is a terrible idea,” Mr. Husock tells the Sun. Husock added: “The idea that these tenants have some kind of a quasi-ownership in public housing is quite misguided, but it’s the politics of the moment.”The Real Estate Board of New York said it was concerned by the high cost of Mr. Mamdani’s sweeping housing plan, which will also utilize the Construction Justice Act to create a $40 per hour minimum wage for construction workers.“At a time when we need to build as much housing as possible, we question why the city would choose to make projects more expensive to build and finance through the addition of costly and inflexible Project Labor Agreements,” REBNY President James Whelan said in a statement. Mr. Mamdani’s plan to improve buildings owned by the New York City Housing Authority will rely on programs like the Public Housing Preservation Trust. Established in 2022, the trust allows NYCHA to lease its buildings to a public benefit corporation created to finance and oversee repairs and rehabilitation. At the time, Mr. Mamdani, then a New York Assemblyman for Astoria, Queens, voted against the establishment of that trust. Now, the mayor wants to use the concept to renew NYCHA’s role as a “public developer.”His administration is looking to use the preservation trust to begin renovations at the Nostrand Houses in Brooklyn and the Bronx River Addition, which will upgrade heating and cooling and repair elevators, among other improvements. But NYCHA’s management has been under fire in recent years for serious issues like a “pay for play” contract-steering scheme in which 70 employees were convicted of fraud, bribery, or extortion. The agency has faced criticism as well for failing to turn around its vacant apartments to the hundreds of thousands of families still on its waiting list. A city Department of Investigation report released in March found that the number of vacancies at NYCHA properties doubled from 2,840 in 2022 to nearly 6,740 in 2025, which the DOI attributed to several factors, like funding constraints and a jump in the number of apartments that require lead abatement. “When apartments are vacant for lengthy periods of time without adequate security measures, they may pose a safety risk for NYCHA residents, staff, and vendors. Such apartments may become illegally occupied by unauthorized individuals and may be used as a base for illegal activities,” the report added.
