Mamdani’s Housing Plan Would Turn Leftist Charities Into ‘Land Barons’: Queens Councilwoman

A New York City councilwoman says Mayor Zohran Mamdani designed his sweeping new housing plan to seize privately owned buildings and hand them over to nonprofits aligned with the Democratic Socialists of America, effectively making the party “the new land barons of New York.”Councilmember Vickie Paladino, a Republican from Queens, fired off a lengthy post on X that painted a stark “nightmare scenario” in which Mr. Mamdani, a Democratic Socialist, and his DSA allies in city and state government would use a “weaponized” City Department of Buildings to seize private property from its current owners.“The combination of a weaponized buildings department writing hundreds of thousands of dollars in fines, rent strikes, and constant threats and harassment against landlords by militant activists will make the situation untenable for any property owner to realistically fight back, and the city will seize the property,” Ms. Paladino said in her Tuesday evening post on X. She went on to say Mr. Mamdani is orchestrating the transfer of a “multibillion-dollar portfolio of hard assets” in the form of New York City real estate to DSA-aligned nonprofits. The end result: giving the DSA “a massive war chest backed by seized real estate.” “This is about nothing more than consolidating political power for the DSA,” she said.On Tuesday, Mr. Mamdani described his new “Block by Block” housing blueprint as the “largest municipal housing transformation this country has ever seen” by building 200,000 new rent-stabilized units and preserving an additional 200,000 apartments over the next decade. Mr. Mamdani said he had already secured a “historic” $22 billion capital investment for housing in the next five years. But despite the plan’s reliance on private investment, the New York City Housing Authority will still oversee management of hundreds of properties, which senior fellow for Domestic Policy Studies at the American Enterprise Institute, Howard Husock, called a “terrible idea.” “The idea that these tenants have some kind of quasi-ownership in public housing is quite misguided, but it’s the politics of the moment,” Mr. Husock told the New York Sun.In his speech on Tuesday, Mr. Mamdani said his administration will use “aggressive legal action” to oust bad owners and negligent managers of properties that suffer from years of chronic neglect. He promised to then transfer ownership to “responsible stewards” that include community land trusts, nonprofits, or even the tenants themselves. Mr. Mamdani’s Office to Protect Tenants director, Cea Weaver, has an extensive history of social media posts calling for efforts to “impoverish the white middle class” and describing rent control as “a more effective way to shrink the value of real estate.”After joining City Hall in January, Ms. Weaver and Mr. Mamdani intervened in the bankruptcy sale of a portfolio of more than 5,000 units, nearly all rent-stabilized, owned by the Pinnacle Group, which had filed for bankruptcy in 2025, to vet potential buyers and explore whether the city could assemble an alternative bid.The Pinnacle Group argued in court documents that rent stabilization laws have prevented it from keeping pace with the rising costs of maintenance and interest rate adjustments, among other expenses.Ms. Weaver told the New York Times in a January 3 interview that it was “unfair” for the Pinnacle Group to blame the subpar conditions of their apartments on rent stabilization laws. She added that the company’s business model “relied on pushing people out of their homes and rent hikes that were untenable.”A federal bankruptcy judge ultimately approved the sale of Pinnacle Group’s portfolio to Summit Properties USA for $451 million. Despite the city’s unsuccessful intervention, Deputy Mayor for Housing and Planning Leila Bozorg claimed the sale remained a victory for the Mamdani administration after they secured commitments from the new owners to invest $30 million for repairs over five years and to cure all existing violations in six months. “We will continue to closely monitor this portfolio as part of our ongoing fight for tenants,” Ms. Bozorg added.
