New Eurovision Rule Could Block Israel From Hosting Competition

The organizers of the annual Eurovision song contest are implementing a vaguely worded new rule that may block Israel from hosting future competitions.The European Broadcasting Union, representing broadcasters in 57 countries, claims the new rule is to “strengthen protections” for artists and ensure the contest can “always be hosted in a safe and secure setting.”The winning performer’s country traditionally hosts the event the following year. The rules now say a broadcaster will automatically be ineligible to host the contest if “an armed conflict, a sensitive geopolitical situation, or any other situation materially affects the security, safety or stability of their state or immediate region.”Israeli contestants have come in second place in the 2025 and 2026 competitions and were in the top five in each of the past four competitions.The event’s governing body, the Reference Group, on Wednesday approved the amendment to the rules that requires — “where deemed necessary” — an independent security assessment of the host’s region. The broadcasting group will consult the Reference Group to decide if the broadcaster is able to safely host the contest. The contest can then be moved to an alternative host.There have been efforts to ban Israel from competing in the competition the past two years. Four member nations — Spain, Ireland, the Netherlands, and Slovenia — failed in an effort to exclude the Israeli competitor from this year’s competition after harshly condemning Israel’s actions during the war in Gaza. Those four countries were joined by Iceland in boycotting the competition. They have not announced if they will participate in next year’s event.The Eurovision competition has previously been moved due to safety concerns. Ukraine won the contest in 2022 but the union moved the competition to the United Kingdom despite the Ukrainian government asking to host the event at Kyiv. The BBC hosted the event on the behalf of the Public Broadcasting Company of Ukraine. The new rule states that if future competitions are moved, the new host does not need to present the competition on the original host’s behalf and takes full ownership of hosting duties.Eurovision also passed other changes to clarify the use of prerecorded vocals and raised the minimum age for participants. The rules now stipulate that the lead singer or singers must perform the main melody live. Backing tracks and pre-recorded elements may be used except in the main melody. They also cannot replace or assist the live vocal performance. The minimum age for participation in Eurovision has changed from 16 to 18.The 2027 competition is scheduled to take place in Bulgaria after its entrant Dara won the 2026 contest. The organizers announced on Thursday that the event would take place in the Black Sea city of Burgas with the final broadcast on Saturday May 15. Canada will participate in the event for the first time.
