A New Hampshire driver has been arrested for hitting a police officer on bicycle patrol in Queens, police said yesterday. The driver, Eric Mansfield, 29, of Exeter, has been charged with driving under the influence of drugs. The police officer, whose name was not released, was hit as he was patrolling a concert in Roy Wilkins Park at 11:40 p.m. on Sunday near 177th Street and Baisley Boulevard. He is in stable condition at Jamaica Hospital Medical Center with neck and back injuries, police said. In the past, Mr. Mansfield has been charged with drug possession and robbery, according to news reports in New Hampshire.
