N.Y. Democrats Assail Mayor and Governor

New York City Democrats railed against the mayor and governor yesterday for torpedoing an amendment by Senator Clinton to pay for post-September 11 counseling of police officers and firefighters.
Governor Pataki’s office countered that his move will better fund the counseling program and said Senator Clinton’s measure would have taken money away from city schoolchildren.
The dispute centers on a $4.5 million amendment to extend the counseling effort, called Project Liberty. Mrs. Clinton’s amendment passed the Senate last week, only to be scuttled after opposition from Mr. Pataki and Mayor Bloomberg, who said they would pay for Project Liberty themselves.
The unexpected move by the two Republicans robbed Mrs. Clinton, a Democrat, of the chance to take credit for extending the program, angering her Democratic supporters.
