Police Release Account of Woman Who Was Allegedly Fondled by Officers

Two on-duty Brooklyn police officers were arrested for sexually abusing a female driver in her apartment after pulling her over on Sunday, but no other allegations against them have surfaced, police said.


On Sunday at 3:10 a.m., the two uniformed officers from the 83rd Precinct in Bushwick driving a marked vehicle, Charles McGeean, 37, and Fernand Clerge, 38, pulled up next to the woman, 35, at a red light at the intersection of Irving and Myrtle avenues.


Police officials said the victim gave the following account:


The officers told her to pull over on the other side of the intersection where they approached her and asked for her driver’s license. Officer McGeean allegedly told the woman to open her jacket. He also said that she had a run in her pantyhose and ran his hand along her leg, police said. The woman allegedly put her hand on her lap to thwart the officer’s attempts to touch her.


Officer McGeean, a 13-year veter an, allegedly told the woman they would drive behind her to make sure she got home safely. As she walked into her apartment, they followed. Officer McGeean noticed a small tattoo on her back and lifted her shirt to expose it, police said. He then left the apartment, while Officer Clerge remained there. Officer Clerge, on the job for seven years, tried to kiss the woman, police said. He allegedly placed his hand under her skirt and shirt, fondling her breasts. He pulled out his genitals, police said, and told her he wanted her to perform oral sex. She refused. He masturbated and ejaculated on her skirt, police said.


When the officers returned to work at 5:50 a.m., they were called back to the stationhouse and arrested.


It was not clear if the woman knew the officers before the attack, but she reported knowing one of their first names.


The office of the Brooklyn district attorney charged the men with criminal sex acts, two counts of sex abuse, and official misconduct.
