New York City Special Election Checks Mamdani’s Electoral Sway — But Will It Help Override His Buffer Zone Veto?

Carl Wilson has declared victory in a New York City Council special election, handing Speaker Julie Menin a win over a Socialist Democrat candidate backed by Mayor Zohran Mamdani — though whether the seat will help flip the vote on a school buffer zone bill is unclear.The race has yet to be officially called as Mr. Wilson fell short of the 50 percent threshold needed to avoid ranked-choice tabulation. However, he holds a commanding lead of 43 percent to 25 percent over his closest rival, gubernatorial aide Lindsey Boylan, who conceded Tuesday night.Ms. Boylan, the first woman to publicly accuse Governor Andrew Cuomo of sexual harassment, campaigned for Mr. Mamdani in the mayoral race and received his backing in her bid to represent the 3rd Council District, which covers the west side of Lower Manhattan, including the West Village and Chelsea. Mr. Wilson drew backing from prominent Democrats including Representative Jerry Nadler, City Comptroller Mark Levine, and Senator Erik Bottcher, who triggered the special election after winning a state senate seat.With Mr. Mamdani and Ms. Menin throwing their support behind opposing candidates, the contest shaped up as a proxy fight between the two. Ms. Menin has emerged as the dominant moderate counterweight to the mayor’s socialist politics, clashing with him over taxation and the city budget. Mr. Wilson’s victory over Ms. Boylan, a member of the Democratic Socialists of America who shares the mayor’s opposition to Israel, will help enlarge the Council’s moderate bloc and strengthen its capacity to check Mr. Mamdani. The council’s minority whip, Inna Vernikov, called the race a “first test of Mamdani’s ability to sway an NYC election,” with the outcome amounting to a “glorious beat down on Mamdani & his radical cronies.”It remains to be seen whether Mr. Wilson’s victory will help Ms. Menin to override Mr. Mamdani’s recent veto of a bill to create buffer zones around schools during protests. Mr. Wilson had previously said he would support an override, but a campaign spokesman said Tuesday that he had changed his position and instead wanted to see the bill amended to address free speech concerns, the New York Times reported. Ms. Boylan had always maintained she would back the veto. Ms. Menin has signaled she will push for an override, though she needs four more votes to reach a two-thirds majority of the Council’s 51 members. The bill, which calls for the New York Police Department to create “security perimeters” around educational institutions during protests, was introduced in response to the rise in unruly anti-Israel protests outside of Jewish schools and places of worship. Mr. Mamdani vetoed the measure as it applies to schools last week, arguing that its definition of an educational institution was too broad and could be used to impede the rights of “workers protesting ICE, or college students demanding their school divest from fossil fuels or demonstrating in support of Palestinian rights.”His veto drew the sharpest rebuke yet from leading Jewish organizations, following earlier criticism from city rabbis over the then-mayor-elect’s comments about the protests. Ms. Menin also objected, rejecting the mayor’s reasoning. “This bill simply requires the NYPD to clearly outline how it will ensure safe access when there are threats of obstruction or physical injury, while fully protecting First Amendment rights,” she said. “Ensuring students can enter and exit their schools without fear of harassment or intimidation should not be controversial.”
