Oregon Secretary of State Says Initiative To Ban All Hunting Does Not Have Enough Signatures

An effort to ban all hunting and fishing in Oregon appears unlikely to make it onto the November ballot as officials say it did not secure enough valid signatures. In May, an animal rights organization, People for the Elimination of Animal Cruelty Exemptions, PEACE, announced that it secured enough signatures to put an initiative on the ballot, Initiative Petition 28, which would ban all hunting, fishing, breeding practices, and most pest control. However, the Oregon secretary of state’s office said that a review of the signatures found that PEACE did not submit enough valid signatures to send the initiative to the voters. The secretary of state’s office conducted the first of two reviews required for ballot initiatives. During the first review process, officials examined 1,000 signatures and found that 804 were valid.A spokesman for the secretary of state’s office, Connor Radnovich, said in a statement, “Once the standard statistical formula was applied, it was determined that the petition did not have enough valid signatures to qualify for the ballot.”State officials will conduct a larger review, which must be completed by August 2, to determine whether IP 28 will be on the ballot in November. In Oregon, ballot measures need to receive 117,173 signatures to qualify for the ballot. PEACE submitted roughly 140,000 signatures. Other recent initiatives have typically submitted closer to 160,000 signatures to provide a buffer. One of the organizers of PEACE, David Michelson, previously told Oregon Public Broadcasting that the number of signatures for his initiative was “on the lower end of things.”“It is still possible for us both to qualify, or to not qualify. So we will wait for that determination,” he said. A website set up in support of IP 28 says the ballot measure is not meant to be “punitive towards anyone currently involved with the injuring, killing, or breeding of animals,” but to “be protective of the needs of the animals and to codify their right to life and bodily autonomy in law.”It states that, if passed, IP 28 would “criminalize the injuring, killing, forced impregnation, and masturbation of mammals, birds, reptiles, amphibians, and fish in the state of Oregon.” However, it does not ban the sale of meat, leather, or fur because “we are focused specifically on criminalizing the practice of killing animals.”The measure was backed by the Craigslist Charitable Fund, which is based in California, and People for the Ethical Treatment of Animals, which is headquartered in Virginia. However, in Oregon, it received bipartisan opposition with Democrats, Republicans, and hunting groups warning about the impact it would have on the state’s economy. An analysis from a company that provides data about the agriculture industry, Farm Flavor, found that Oregon’s agricultural industry generates $7.8 billion in farm sales annually, with livestock sales and other animal products making up more than $2 billion. The co-CEO of the National Wild Turkey Federation, Kurt Dyroff, said in a statement that the measure would impact more than just hunters, livestock producers, and fishermen. “IP 28 would also affect Oregonians who enjoy a sustainable ‘locavore’ lifestyle. IP 28 is a threat to Oregon’s farm-to-table ethos, whether it’s wild game, freshly caught seafood, locally raised eggs, meat, or cheeses that are on the table,” Mr. Dyroff said. Opponents of IP 28 celebrated the news that the proposal failed the first review, but cautioned that there is a chance the second review could determine that there were enough signatures.While the fate of the proposal is uncertain, PEACE still views the number of signatures collected as a success, noting that the first time it tried to get signatures for the proposal they collected just 2,000.
