Russia Strikes Ukraine’s Energy Infrastructure in Winter Cold as NATO Chief Heads to Kyiv

Russia launched more than 450 drones as well as 70 ballistic and cruise missiles at several large cities in Ukraine overnight ahead of a visit to the capital by NATO’s Secretary General and Poland’s Prime Minister. Ukraine’s President Zelensky said: “There was another targeted strike specifically on energy facilities. The Russians used a significant amount of ballistic missiles in combination with other missiles — more than 70 missiles and 450 strike drones.”“Taking advantage of the coldest days of winter to terrorize people is more important for Russia than using diplomacy. Without pressure on Russia, this war will not end. Now Moscow is choosing terror and escalation, which is why maximum pressure is needed,” he added.The large-scale attacks reportedly hit eight regions including the cities of Kyiv, Kharkiv and Dnipro. Kyiv Post reported that apartment buildings, a kindergarten and thermal power facilities were damaged in the attacks and that 1,170 high-rise buildings are currently without heat in the Darnytskyi and Dniprovskyi districts. More than 50,000 residents in the Odesa region also do not have access to electricity, the Post added. “Another Russian crime against humanity — an attempt at winter genocide by Russian inhumans,” Energy Minister Denys Shmyhal said. “The targets are not military — they are exclusively civilian. Hundreds of thousands of families, including children, were deliberately left without heat during the most severe winter frosts, when temperatures drop to -25°C (-13°F),” he added.The overnight attack comes ahead of a planned visit to Kyiv by NATO Secretary General Mark Rutte on Tuesday. Polish Prime Minister Donald Tusk also said he would visit the Ukrainian capital: “In the next few days I will be in Kyiv at the invitation of Zelensky. At this critical time, Ukraine cannot be left all alone.”Kremlin spokesman Dmitry Peskov meanwhile confirmed on Monday that peace talks are expected to continue in Abu Dhabi this week: “They were indeed originally planned for this past Sunday. But the three parties needed to further coordinate their schedules. Now, on Wednesday and Thursday, the second round will indeed take place. It will be held in Abu Dhabi. We can confirm that,” Mr. Peskov said.
