The ‘Old Order Is Not Coming Back’ Carney Warns in Blunt Davos Speech

Prime Minister Mark Carney says there is a “rupture” in the rules-based international order and middle-power countries like Canada need to break away from dependence on superpowers for their own preservation.In a stark speech on Tuesday to the World Economic Forum’s annual meeting at Davos, Switzerland, Mr. Carney said, “A country that cannot feed itself, fuel itself or defend itself has few options. When the rules no longer protect you, you must protect yourself.”Mr. Carney said that like-minded countries need to bond together to combat intimidation.“There is a strong tendency for countries to go along to get along,” Mr. Carney said. “To accommodate. To avoid trouble. To hope that compliance will buy safety. It won’t.”Mr. Carney did not directly mention President Trump but said “great powers” are weaponizing economic integration.“We are in the midst of a rupture, not a transition,” Mr. Carney said. “Over the past two decades a series of crises in finance, health, energy, and geopolitics have laid bare the risks of extreme global integration. But more recently great powers have begun using economic integration as weapons, tariffs as leverage, financial infrastructure as coercion, supply chains as vulnerabilities to be exploited.”Mr. Carney voiced an opposition to Mr. Trump’s tariffs related to Greenland and reiterated that the island and Denmark alone have the right to determine Greenland’s future.The address came after Mr. Trump posted a photo on his Truth Social account overnight of Canada and Greenland with the American flag superimposed over them. Mr. Trump has long brought up the possibility of Canada becoming the 51st state.Mr. Carney did acknowledge, during a post speech question-and-answer period, that the Russian Federation is “without question a threat in the Arctic” but said Canada is building up its own defenses including adding new submarines and fighters to its military. He also said NATO can address security concerns in the Arctic.“Clearly NATO is experiencing a test right now,” Mr. Carney said. “And the first response to that test has to be to respond in a way that ensures the security of the Arctic, in a robust way, for all possibilities.”Mr. Carney’s address came hours after President Emmanuel Macron of France warned of a new imperialism in his own Davos speech. Mr. Macron suggested the European Union should consider using an anti-coercion mechanism in response to Mr. Trump’s tariff threats if America doesn’t get control of Greenland.Mr. Trump is set to speak at Davos on Wednesday. At a White House press briefing on Tuesday afternoon, Mr. Trump quipped that other world leaders can’t wait to see him.
