Timeline Shrinks in Social Security’s Looming Bankruptcy Crisis

Social Security system insolvency is approaching even faster than predicted just last year, with the new estimate of 2032 when benefits will need to be cut more than 20 percent if Congress doesn’t act to prop up the retirement system.The One Big Beautiful Bill Act is speeding up the timeline by eliminating the taxation of Social Security benefits for millions of retirees. The agency’s chief actuary estimates that tax break will cost the trust funds $170 billion over 10 years.The Social Security system is caught in a Catch 22 because current law prohibits the trust fund from paying less than full benefits while another bans that agency from paying out more than it has collected in revenue.A typical couple retiring after insolvency would lose the equivalent of $18,400 in annual benefits if full payments are unable to be paid.There hasn’t been a comprehensive reform of the Social Security system since 1983. Changes then, including raising the retirement age from 65 to 67, were expected to fully fund the system for 75 years but the Social Security Administration says it will end up being closer to 50 years.The retirement program has spent more than it has collected in revenue since 2010 as people live longer and have fewer children and the number of workers paying into the system has shrunk.Lawmakers are now considering several proposals to try to fix the system and eliminate the funding shortfall. Senator Bill Cassidy is suggesting taking a $1.5 trillion loan and put it into a sovereign wealth fund that would invest in markets similar to how 401k accounts operate. Mr. Cassidy says Congress already did something similar to rescue a railroad retirement fund twenty years ago.“If we had done this ten years ago, we’d be solvent,” Mr. Cassidy said of his rescue plan. “The longer we wait, the harder it gets.”Mr. Cassidy has some bipartisan support, including from Senator Tim Kaine. The Committee for a Responsible Federal Budget, however, a nonprofit think tank that is dedicated to lower deficits, warned this week that the plan is a “dangerous debt-funded gamble that would come with huge risks and costs.”The Senate Budget Committee held a hearing on Social Security’s solvency and the Committee for a Responsible Federal Budget submitted a letter warning that the wealth fund is likely to fall short of generating enough returns to offset needed borrowing and require 75 years of interest payments to pay off the initial investment.“In order to generate enough returns, stocks in the investment fund would need to grow by 9 to 13 percent per year, depending on the allocation of the fund’s investments,” the group said in a release. “This is not impossible but is also far from guaranteed.”The group suggests other possible fixes including replacing employer-side payroll tax with a broader tax on all compensation — including fringe benefits like employer-sponsored insurance contributions. It claims that would close two-thirds of the solvency gap.Another option would limit cost-of-living adjustments for the wealthiest seniors and another would cap benefits at $100,000 for a couple and $50,000 for a single retiree.A visiting fellow with the Brookings Institution, Wendell Primus, who was a senior policy advisor for Senator Nancy Pelosi for 18 years, submitted written testimony to the budget committee saying it is crucial that both parties work together to build any plan to fix the system.“Under budget law, Social Security solvency cannot be done through the reconciliation bill process and therefore requires 60 votes in the Senate, thus ensuring that any solution must be bipartisan,” Mr. Primus wrote.The Bipartisan Policy Center has long focused on the need to address the solvency of Social Security and blames Congressional inaction for letting the shortfall grow into a looming crisis. It warns that if lawmakers wait until trust fund depletion, much larger changes will be required — and the burdens will fall even more heavily on today’s youngest generations.It has a series of proposals to help strengthen benefits, especially for lower income retirees who rely on the benefits the most. Among their suggestions is to increase the payroll tax rate by one percentage point, capping and altering the spousal benefit and index the retirement age to longevity to reflect ongoing increases in average life expectancy.Senator Jeff Markley says the limit on the amount of income that faces social security taxes needs to be increased. In 2026, workers no longer pay into the system after earning $184,500. Mr. Markley says polling shows polling has shown bipartisan support for that change.“Folks think it’s unfair that a local firefighter and a billionaire hedge fund manager have the exact same contribution cap of $184,500 because they know the firefighter will pay a much bigger slice of their family’s income than the hedge fund manager ever will,” Mr. Markley says.Senator Bernie Moreno suggests that a limit on taxed income should be eliminated. Ending that cap would make up for about sixty percent of the current shortfall according to some estimates.“You can’t tax your way out of it but you need more revenue,” Senator Lindsey Graham said. He wants means testing for benefits and the retirement age to rise. A previous proposal to raise the retirement age, however, has already failed to pass and there appears to be little appetite for a new effort.“If we do nothing, shame on us all,” Mr. Graham said.
