As Washington weighs its next move in Iran, the failure of episodic force to deter Tehran’s escalation matters more than any single action. The problem is not primarily one of capability or will. It reflects a deeper flaw in how deterrence itself is understood.The logic of deterrence is simple: An adversary must conclude that the cost of aggression outweighs its benefit. Yet that framework presumes something rarely examined, namely, that both sides share a common time horizon. When they do not, deterrence degrades.That asymmetry is now the central variable confronting policymakers. Across the Middle East, America and its allies have responded to threats in bursts, with peaks of force followed by pauses, negotiation, and diplomatic “resets.”At each pause, the adversary learns not just about Western capacity, but about the limits of Western resolve. The lesson is structural. When one side operates on a shorter political patience horizon than the other, time itself becomes a weapon in the adversary’s hands.In practical terms, sustained pressure does not require permanent war. It requires continuity rather than episodes. Pressure must persist across political cycles. Posture must deny recovery windows. The diplomatic rhythm that signals time will eventually dissipate cost must end. Force, when used, must be allowed to do its work. A campaign whose tempo varies with international pressure loses its ability to generate a stable cost gradient in the adversary’s calculus. President Reagan’s strategy toward the Soviet Union relied not on isolated strikes, but on sustained pressure across political cycles that closed recovery windows and denied strategic relief.
