To Deter Iran, America’s Sporadic Use of Force Will Be Ineffective

As Washington weighs its next move in Iran, the failure of episodic force to deter Tehran’s escalation matters more than any single action. The problem is not primarily one of capability or will. It reflects a deeper flaw in how deterrence itself is understood.The logic of deterrence is simple: An adversary must conclude that the cost of aggression outweighs its benefit. Yet that framework presumes something rarely examined, namely, that both sides share a common time horizon. When they do not, deterrence degrades.That asymmetry is now the central variable confronting policymakers. Across the Middle East, America and its allies have responded to threats in bursts, with peaks of force followed by pauses, negotiation, and diplomatic “resets.”At each pause, the adversary learns not just about Western capacity, but about the limits of Western resolve. The lesson is structural. When one side operates on a shorter political patience horizon than the other, time itself becomes a weapon in the adversary’s hands.In practical terms, sustained pressure does not require permanent war. It requires continuity rather than episodes. Pressure must persist across political cycles. Posture must deny recovery windows. The diplomatic rhythm that signals time will eventually dissipate cost must end. Force, when used, must be allowed to do its work. Interruption is what converts impact into instruction.That asymmetry of patience is already visible at Gaza, where repeated cycles of military pressure and ceasefire have trained adversary expectations. Because political costs accumulate disproportionately on democratic defenders, each cycle reinforces the pattern.That same dynamic now shapes one of the most consequential strategic confrontations in the world: between America, Israel, and Iran.Iran remains the central engine of instability in the Middle East. Through the Revolutionary Guard Corps and allied militias across the region, Tehran has transformed local conflicts into durable pressure points on Western interests. Iran’s nuclear ambitions add an existential dimension, long feared by Israel and closely monitored by Washington.Strikes last year by Israel and America against Iranian-linked targets and nuclear infrastructure illustrated Western reach but did not alter the underlying pattern. Outside assessments suggested delays measured in months, not dismantlement of the program. As in prior cycles, demonstrations of force were followed by political and diplomatic cooldowns.Senior American officials have warned Iran publicly against resuming illicit nuclear activity should it rebuild damaged facilities, even as those warnings have coexisted with renewed diplomacy and talk of negotiations. When force is applied episodically, those constraints become visible thresholds: when action will occur, and when it will stop. Adversaries learn those thresholds, adapt around them, and test them.For Washington, the danger is not escalation but habituation. Crises become normalized. Adversaries learn to endure while democratic attention inevitably shifts. A campaign whose tempo varies with international pressure loses its ability to generate a stable cost gradient in the adversary’s calculus. Its message degrades into background noise over time.Cold War history offers a useful contrast. President Reagan’s strategy toward the Soviet Union relied not on isolated strikes, but on sustained pressure across political cycles that closed recovery windows and denied strategic relief. The cost of waiting eventually exceeded the cost of concession.Those who understand deterrence as a function of time will grasp why moments of force must be embedded in durable strategy, in an era when adversaries have learned not just how to strike, but how to wait.
