Trump Administration Angles for New Strategic Advantage as Qatar Holds Funds for America From Venezuelan Oil Sales

Hundreds of millions of dollars from Venezuelan oil sales are sitting in bank accounts in Qatar rather than the United States Treasury, raising questions about transparency, congressional oversight, and the legal framework governing one of the most unusual financial arrangements in recent American foreign policy.The Trump administration confirmed the first sale of Venezuelan oil on January 14, generating approximately $500 million in revenue. The funds were transferred to financial institutions in Qatar rather than being held in American banks or sent directly to Venezuela, according to administration officials familiar with the matter.As America markets and sells Venezuelan crude following the January 3 military operation that removed President Nicolás Maduro from power, the U.S. Treasury is overseeing and managing disbursements back to Caracas at the direction of President Trump and Secretary of State Marco Rubio. The arrangement is expected to yield billions of dollars in the months and potentially years ahead. However, Treasury Secretary Scott Bessent says his department’s role is to ensure funds reach their proper destination, not to manage the deposits and transfers. Administration officials defend the decision to house proceeds in Qatar by pointing to Venezuela’s complex web of outstanding debts and legal liabilities. The country owes international bondholders, oil companies, and other creditors an estimated $170 billion, according to analysts tracking Venezuela’s debt. This staggering debt burden, which includes approximately $60 billion in defaulted bonds and billions more in arbitration awards to companies such as ConocoPhillips and Crystallex, has created a treacherous legal landscape for any revenue derived from Venezuelan assets.Mr. Trump signed an executive order on January 10 explicitly blocking courts or creditors from placing liens, garnishments, or other legal judgments on revenues from Venezuelan oil sales. The order stated that such legal entanglements would substantially interfere with critical efforts to ensure economic and political stability in Venezuela.“What is actually happening here is that the United States of America has set up a unilateral ring-fencing financial structure that subordinates the claims of all creditors against Venezuela, having to come through the United States,” global risk analyst Dennis Santiago tells The New York Sun. “Venezuela has been in default since 2017 and owes considerable debts to U.S. oil companies and bilateral trading partners like China and Russia. The U.S. action essentially sets us up as a bankruptcy court, claiming stewardship power to decide how these debts will be paid or serviced in the future.”Research Professor of Latin American studies at the United States Army War College, Evan Ellis, tells the Sun that the Qatar arrangement “makes it harder for creditors owed money from past legal judgements against Venezuela to seek to attach these funds to their legal remedies, including with President Trump’s executive order freezing the enforcement of those judgements, which is likely to be legally contested.”A senior administration official, however, describes Qatar as a neutral location where money could flow freely with United States approval and without risk of seizure. The official noted that Trump’s executive order indicated at least some revenue would be held in United States Treasury accounts, although the primary account is located in Qatar.The arrangement has drawn immediate criticism from lawmakers on both sides of the aisle who question the legal basis for holding seized assets in foreign accounts.The ranking Democrat on the Senate Banking Committee, Elizabeth Warren, said that no law permits a president to set up an offshore account that he controls to sell assets seized by the American military. Mr. Ellis says he too is unaware of any precedent for a president holding proceeds from seized foreign assets in offshore accounts controlled by the executive branch.He adds that the Qatar accounts should be subject to the same Treasury Department oversight procedures that apply to any other non-classified government financial accounts.The top Democrat on the Senate Armed Services Committee, Jack Reed of Rhode Island, said that lawmakers are waiting for a briefing on details of the oil revenue, including how the administration keeps the funds and who distributes them. Representative Thomas Massie, a Kentucky Republican, has also criticized the administration’s handling of Venezuelan oil.The lack of transparency surrounding the accounts has alarmed some foreign policy experts. One government source, who spoke to the Sun on the condition of anonymity, expressed concern that, without a public plan detailing the government’s structure for the funds, control mechanisms, and anti-corruption safeguards, the arrangement risks becoming a kind of slush fund.But Doha’s role as a financial intermediary for the United States in similar circumstances involving sanctioned nations in not new. Qatari banks played a similar role during the Biden administration, allowing some funds from oil sales to flow to Iran during a temporary loosening of sanctions in 2023. That arrangement, which involved $6 billion in frozen Iranian oil revenues transferred from South Korea to Qatar as part of a prisoner exchange, became controversial after the October 7 Hamas attacks on Israel.“Qatar is the new Switzerland for global financial intermediary work,” Mr. Santiago explains. “It became so because of its unique position, straddling the world of Western banking and Islamic banking. The Qatari have proven to be a reliable ‘lockbox,’ and there are no signs that anything about this has changed.”However, Mr. Santiago draws a sharp distinction between past and current events.“The Biden administration piggybanked Iran’s money, essentially holding it as a trust account to be returned to Iran at some point, where Iran would have full control over how to use the money once it got it back,” he tells the Sun. “The Trump action in Venezuela takes the position that it’s not Venezuela’s money, but the money owed to creditors that Venezuela has defaulted on and made little to no effort to properly service since 2017.”Venezuela experts note that Qatar has long served as a facilitator between the United States and the Venezuelan government, with its role as a back channel for American diplomacy with sanctioned governments stretching back years.Treasury Secretary Bessent said that the proceeds will fund Venezuela’s government operations, security, and food provisions. In the latest circumstances, Qatari banks holding Venezuelan oil proceeds have been instructed to auction the money to Venezuelan banks, giving priority to food, medicine, and small businesses, according to the founding director of Ecoanalitica, Alejandro Grisanti. Yet, Venezuela’s interim leadership under its acting president, Delcy Rodríguez, raises red flags. Ms. Rodríguez, who served as Maduro’s vice president before cooperating with the American operation, now leads Venezuela until elections can be arranged. Concerns have been raised around her using funds to pay off corrupt elements of the government structure, including paramilitary groups and drug cartels.Besides those immediate risks of corruption, Mr. Santiago emphasizes broader geopolitical implications.“There is clearly the US agenda to be more present in the stability of the economic future of the western hemisphere, an important signal to all members of the Organization of American States,” he says. “Because two of the largest bilateral debtors are China and Russia, it also creates new points of leverage for the U.S. to manage global tensions with respect to these two adversaries going into the mid-21st century.”
