Virginia Democrats To Try To Eliminate Four GOP Congressional Seats Ahead of November Elections

Virginia Democrats say they have agreed on a new congressional map that would eliminate as many as four Republican seats in the House in response to Republicans’ redistricting push in other states. The statewide ballot initiative to approve the maps may not come to fruition, however, as the state supreme court is considering the issue after a lower court ruled that Democrats had violated procedure in pushing the gerrymander. Since Texas Republicans gerrymandered their state last summer, House Democrats, led by Congressman Hakeem Jeffries, have gone searching for blue states to redraw their own congressional lines. Virginia became a prime opportunity for potential House pickups after Democrats swept the Virginia elections in November, with all statewide candidates defeating their GOP rivals and a vastly expanded Democratic majority in the legislature. On Thursday, the state senate president pro tempore and the speaker of the house of delegates announced that they, their legislative colleagues, and Governor Abigail Spanberger had agreed on a new proposed map which would likely result in ten of the state’s 11 congressional seats being won by Democrats this fall. Ms. Spanberger had reportedly been worried about that level of aggression and instead pushed for a 9–2 map, according to several local outlets, though she eventually relented. “Today, we are leveling the playing field,” state senate president pro tempore L. Louise Lucas said on Thursday, standing beside house of delegates speaker Don Scott. “These are not ordinary times, and Virginia will not sit on the sidelines while it happens.”Of the 11 congressional districts in the state, six are currently represented by Democrats. The news maps are expected to shore up the Democratic-held 7th District for the incumbent party, widely considered the most competitive district in the state. Democrats won the seat by less than three points in 2024. The other four districts expected to move significant to the left are the 1st District, which covers the suburbs of Richmond and part of the eastern coast of the state; the 2nd District, which encompasses the southeastern part of the state, including Virginia Beach and Chesapeake; the 5th District, which includes the southern and central parts of Virginia, including Charlottesville; and the 6th District, which covers the northwestern region bordering West Virginia. The lone GOP district would likely stay with the incumbent, Congressman Morgan Griffith, who has represented the 9th District since 2011. Those district lines encompass the deeply Republican southwestern part of the state. Ms. Lucas says her goal is to “level the playing field” by countering GOP gerrymandering efforts in states like Texas, Missouri, Ohio, and North Carolina. “Our maps are ready. Virginia is ready,” she said. “We are proud to deliver a map that stands up for democracy.”“[Republicans] know they can’t win on their agenda in 2026,” Mr. Scott said Thursday. “So instead of changing their ideas, they’re trying to rig the system.”The process for redrawing Virginia’s maps is more convoluted than it is in other states because independent redistricting is enshrined in the state’s constitution. In order to amend the state constitution, the legislature must pass proposed amendments in back-to-back legislative sessions before the question is put to voters. The legislature passed the proposed amendment last year before the November election, and then passed the amendment again last month. If the state supreme court allows the redistricting effort to go to a statewide ballot, the vote is expected to be held in April. Last month, a judge ruled that the statewide vote could not take place, saying that Democrats violated the legislature’s rules in passing the amendment because the amendment was passed during a special session called to deal only with budget issues. The judge in the case wrote that the Republican majority must be “afforded the same civil rights” as the average citizen, which he says were violated because the Democratic majority rammed through their proposed amendment. The ruling was quickly appealed to a higher court, which then sent the question directly to the state supreme court rather than issuing its own ruling, saying that the redistricting effort was a question of “such imperative public importance.”
