Why New York’s Phantom Majority Will Be Thwarted in Primary Elections

New Yorkers vote today in primaries that will serve as a referendum on how far Mayor Zohran Mamdani’s movement can travel, with Hizzoner stumping for a slate of insurgents against his own party’s stalwarts. Before anyone reads the result as the authentic voice of the nation’s largest city, it is worth pausing over what New York’s own Democrats recently admitted about themselves.Only 40 percent of the city’s registered Democrats describe themselves as “proud members” of the party, found a survey commissioned by the reform groups Open Primaries and the Independent Voter Project.Nearly as many New York Democrats, 39 percent, say they are really independents who register as Democrats for one practical reason: in a city with closed primaries, it is the only way to cast a vote that counts. Among the city’s Latino Democrats, just one in three still call themselves Democrats at all. That is not a portrait of consensus, but of concealment, and it should trouble anyone who cares about free expression.Economist Timur Kuran uses the term preference falsification to describe the gap between what people privately believe and what they publicly profess when honesty carries a cost. Mr. Kuran studied dramatic cases, such as citizens of dictatorships cheering rulers they loathe. Yet the same mechanism runs in milder forms wherever one view dominates and dissent carries even a small price. New York’s hidden independents are a civic-scale example. No one forces them to register as Democrats. The structure simply makes any other choice pointless, so a plurality of the party’s own members wear a label they don’t believe.This is a free-expression problem, and a subtler one than the campus shout-downs and book bans that usually claim the title. Free expression is not only a right the government can abridge. It is a social practice that depends on the felt freedom to say what you think and have it count for something. When the only path to participation is to adopt an identity you privately reject, expression has been narrowed long before anyone is silenced. New York’s market for political ideas hasn’t been censored; it has been cornered.The costs are not abstract. In a one-party city — where registered Democrats outnumber Republicans roughly six to one — the decisive election is seen to be the closed Democratic primary, and it draws a small, committed slice of voters who then set the direction for more than eight million people. Mr. Mamdani won his nomination, and then City Hall, fairly. But the party treats its towering registration edge as a sweeping mandate, when nearly two-fifths of those registered Democrats say they are really independents who enrolled only to vote. Counted that way, a mandate overstates the extent of agreement beneath it. This phenomenon, to be sure, is not unique to the Democrats or the mayor. A one-party Republican town would manufacture the same false consensus, and the same conformity is visible far from city politics. Feature, say, workplaces where employees nod along with views they doubt, or on campuses where students learn which opinions are safe to say aloud. Institutions built on falsified preferences are brittle besides. They mistake compliance for conviction and are blindsided when the pretense breaks, when the quiet independents, handed a real alternative, stop pretending. Much of what we call political volatility is the snapback of suppressed honesty.The lesson for today is not that New York needs new ballot rules, though it might. It is that the health of a free society cannot be read off its margins of victory. A lopsided result can mean overwhelming agreement or overwhelming pressure to feign it, and from the outside the two look identical. The only way to tell them apart is to make honest dissent cheap enough and open so that people will voice it. Until then, New York’s commanding majority will keep concealing as much as it discloses: a city that has stopped asking its citizens what they actually think, and citizens who have learned it is easier not to say.
