BEJING — China’s foreign minister urged America to replace its “Cold-War mentality” with “win-win” solutions to global issues, as he outlined China’s diplomatic objectives for the next five years. “As China becomes stronger, most countries see it as an opportunity,” Yang Jiechi said yesterday during his first solo press conference as the country’s top envoy. “There are some who have doubts and believe that China has to be contained. These are the challenges China faces.”

Mr. Yang’s comments, made during the Chinese legislature’s annual meeting in Beijing, reflect the fine line China has tried to walk in global politics as its economic clout grew.

China, the world’s fourth-largest economy, will be a force for peace and development, seeking common ground on human rights and trade with the America and Europe, while continuing its partnership with African nations to help them grow, Mr. Yang said, reiterating Chinese foreign policy in the past five years.

[Meanwhile, the Associated Press reported yesterday that China is denying mountaineers permission to climb its side of Mount Everest this spring, a move that reflects concerns by the communist government that Tibet activists may try to disrupt its plans to carry the Olympic torch up the world’s tallest peak.

The Everest restrictions were contained in a letter the government’s mountaineering association sent this week to expedition companies.]
